MINUTES
NOVEMBER 19, 2007


The public hearing for the Replacement of the Silver Street Bridge Over East Branch Salmon Brook was called to order by First Selectman Adams at 7:15 p.m.

PRESENT:    John Adams, Ronald Desrosiers, Mark Neumann, Frank Judice, Sally    King, and William F. Smith Jr., Town Manager

First Selectman Adams opened the public hearing and called upon Town Clerk Karen Hazen to read the legal notice as published in the Hartford Courant.

Under the Federal Local Bridge Program, the bridge is eligible for partial funding from the State of Connecticut Department of Transportation.  The proposed work includes the removal of the existing superstructure and replacement with a new superstructure and deck.  The proposed start date is sometime in 2009 with a completion time of six to nine months.  The cost to the town would be approximately $400,000, which would be 20% of the total cost.  The bridge would remain open during construction.

Local residents had some concerns with a conservation easement that might be compromised as well as wetlands that would be disturbed.  Other concerns were sightline improvement, regrading of Silver Street, culvert overflow into the road, size of the new bridge to accommodate vehicles as well as pedestrians, and preserving the history and beauty of the designated scenic road.  These concerns were addressed by Director of Public Works, James Klase; WMC Consulting Engineers, Jay Costello and Dennis Garceau; and State Department of Transportation representatives, Mike Marzi and Rabih Barakat.  Also present, Ed Walz from CJM Engineering.

The public was reminded that this project is very much in the early planning stages and there are many steps that have to be followed before work can begin.

No other public addressed the hearing.  The public hearing was closed at 8:40 p.m.
