PARK AND RECREATION BOARD
MINUTES
June 1, 2010


PRESENT:  Edward (Ned) Allen, Chairman; L. Squire Bressor, Wayne Chapple, Suzanne Yucha and Kay Woodford, Director of Granby Parks & Recreation Department.

Chairman Allen called the meeting to order and confirmed a quorum at 7:31PM.

MINUTES

ON A MOTION by Wayne Chapple, seconded by Squire Bressor, the Board (3-0-1) approved the minutes of May 4, 2010 as presented.  

Brigid Gunn, Vice Chair, and Kathy Ungerleider arrived after the minutes had been approved.  

PUBLIC SESSION

Residents Glenn and Janice Kawasaki, 82 Harmony Hill Road, appeared to make the Board aware of a situation with adult volleyball programs being run privately but using town facilities, both Salmon Brook Park and Granby High School.  


OLD BUSINESS

A.  GAFLAC

No update.

B.  Bath House

No update.
 

C.  225th Celebration

Chairman Allen reported that:
  • Windsor Federal Savings gave $10,000.00 to become the “Super Platinum Sponsor” of the fireworks event.  He also mentioned that Windsor Federal has offered to sell the 225th items at the bank.
  • The 225th Committee will be meeting Thursday, June 3, 2010 to set up a list of other events organizations might sponsor.
Co-chair Debbie Kulwich is working on getting dates for a Spaghetti Dinner, an Antique Auction, a Comedy Night and a Ball.
  • Mugs, Puzzle-in-a-bottle, Holiday Ornaments, car magnets, and teddy bears wearing shirts with the 225th logo were sold on Memorial Day and refrigerator magnets were given way free.

  • Free tattoos would be done at Celebrate Granby on June 12, 2010 in addition to the above fundraising items.  
NEW BUSINESS

A.  Program Updates

Mrs. Woodford reported:
  • The brochure has finally been mailed to residents and there has been an upswing in the number of people coming into the office to register for activities.  In addition she is checking whether hits on the P&R website have increased.
  • She has talked with other organizations and they all report that registrations for summer programs are down.  However, the number of children spending mornings in Granby’s Summer School and afternoons in Salmon Brook Day Camp has increased.
  • A new part-time person has been hired to work in the office.
  • The Granby PTO wants Park & Recreation to run a Chinese language program for intermediate school students (presently the school system’s program goes down to the seventh grade).  The program would consist of ten 1-hour classes for up to 25 students to be held at Kelly Lane School from October to December; a second session would be set-up for late winter.  She said it would be costly – about $250 per person.    
        
B.  Town Parks Updates

Mrs. Woodford said the pavilion at Ahrens Park is almost done.  Tables need to be set up and then the pavilion can be reserved in the same manner as the pavilions at Salmon Brook Par; no work has been done.

Squire Bressor asked about the status of the Boy Scout projects at Ahrens Park and Mrs. Woodford replied that one scout had contacted Public Works about doing a bulletin board.

C.  Summer Concerts

Mrs. Woodford asked for volunteers at the July 15th Movie in the Park event and Suzanne Yucha, Chairman Allen and Brigid Gunn offered to help serve the Ice Cream Sundaes.  Suzanne also offered to transport food from the Summer House.

A moon bounce has been rented sponsored by the Bantam Lacrosse who is donating $250; they will supply the manpower to run it.

Mrs. Woodford passed out Sounds of Summer Concert posters for Board members to distribute to local businesses.

Brigid Gunn, Suzanne Yucha and Kathy Ungerleider said they would be available to help in the Snack Shack at the McLovins concert on August 5, 2010.

D.  Coalition Update – Deborah Kulwich

There was no report from Deborah Kulwich.  Mrs. Woodford reported committees are working on bylaws and marketing and that Ingrid Helander has been writing monthly parenting articles for The Granby drummer.

D.  Ice Skating 2011

According to Mrs. Woodford, the 225th Celebration committee is planning a big event on January 30, 2011 with sleigh rides and dog sleds.

ON A MOTION by Wayne Chapple, seconded by Squire Bressor, the Board (6-0-0) unanimously approved having the 2nd Annual P&R Ice Skating Event in conjunction with the 225th Celebration event.

Brigid Gunn said she hoped that the rink would be larger.  



OTHER BUSINESS AS NECESSARY

A.  Granby Football at Ahrens Park

Kay Woodford reported being notified by Granby Varsity Football that NCAAA has scheduled 5 home games and that according to earlier agreements made between the town and Granby Football, the town will provide space until such time the high school has a football field.  The games will be played on the back field at Ahrens Park.  The Granby Football, Public Works and the High School AD have met and worked out the details.

  • Volleyball Issue
The Board had some further discussion on the volleyball issue.  Kay Woodford reported that Mr. & Mrs. Kawasaki had met with her last week and followed up with a visit with Town Manager Bill Smith.  Both Mrs. Woodford and Mr. Smith told them that technically, because it is not a Park and Recreation program, the town has no control over the organization.  It was suggested that they pull out and start their own league.  

Members of the Board suggested that Mr. & Mrs. Kawasaki look at the leagues’ bylaws and/or go to the leagues’ insurance company.  

Chairman Allen suggested that Mrs. Woodford look at the cost of putting together a town-sponsored volleyball program.  It will be put on the agenda for the next meeting.

ADJOURNMENT

The next Board meeting is scheduled for Tuesday, July 6, 2010 at 7:30 PM in the Senior Center/Youth Services Building, Activity Room #1.  If you are not able to attend please remember to call Mrs. Woodford at 844-5356 or e-mail recreation@granby-ct.gov.   

ON A MOTION by Wayne Chapple, seconded by Brigid Gunn, the Board voted unanimously (6-0-0) to adjourn the meeting at 9:15PM.
