BOARD OF SELECTMEN
BUDGET WORKSHOP MINUTES
MARCH 17, 2005

First Selectman Adams called the meeting to order at 6:15 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

Also present:  Michael B. Guarco, Chairman of the Board of Finance and Francis J. Brady, Board of Finance member

First Selectman Adams began the meeting stating the Board was present tonight to consider alternate proposals to maintain the same level of service we currently have.

Town Manager Smith distributed two handouts; one was a cover memo providing an analysis suggesting several measures to begin to meet present service obligations and at the same time, keep in tact measures acceptable to the Bond Market as well as CPPAC model endorsements.  The second handout provided background information via the Town of Granby Finance Model LT 2005-3.  Discussion followed.

Michael B. Guarco, Jr., Chairman of the Board of Finance, inquired if the funds from TAR, LoCIP, and Communications Funds were used to enhance General Fund balance, would this be an advantage to the town when borrowing.  Town Manager Smith indicated yes, it probably would be better in the General Fund.

Chairman Guarco distributed a handout showing Granby Capital Spending Forecast dated March 16, 2005.  The analysis showed the use of the various funds the Selectmen were discussing.  The communication funds have been separated out to ensure that the money would be available for purchasing equipment related to the fund, i.e. replacement of the police communication console, etc.  However, those types of items can be included in the small capital budget.

After an extensive discussion, the Selectmen indicated that funds from the Communication Fund would be transferred into small capital ($350,000 plus $85,000).  Also additional funding from TAR ($65,000) and LoCIP ($65,000) would be used to assist capital.  The Board also indicated they would like to forward the proposed 2005-06 Budget as proposed by the Town Manager with a 3.8% increase in operations from 2004-05.  They further indicated that a request to fund the existing Library position and partial funding to employ a Public Works person midway through the year be seriously considered.

Town Manager Smith will prepare the necessary documents for the Board of Selectmen to approve the proposed Fiscal Year 2005-06 Budget at their regular meeting on March 21, 2005 for transmittal to the Board of Finance at their meeting scheduled for Monday, March 28, 2005.

The meeting adjourned at 7:25.
