BOARD OF SELECTMEN
MINUTES
APRIL 4, 2005

The regular meeting of the Board of Selectmen was called to order by Vice Chairman Sally King, at 7:30 p.m.

PRESENT:        Sally King, Ronald Desrosiers, Frank Judice, and William F. Smith, Jr., Town Manager

  I.   PUBLIC SESSION

No public addressed the Board.

 II.   MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (3-0-0) to approve the minutes of the workshop meeting of March 17, 2005 as presented.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (3-0-0) to approve the minutes of the regular meeting of March 21, 2005 as presented.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (3-0-0) to approve the minutes of the Public Hearing of March 21, 2005 as presented.

III.    UNFINISHED OR TABLED BUSINESS

A.      Information or Updates on Building Committees’ Activity

John Latella, Chairman of the school building committees, was present this evening to provide the Board with an update on the two schools.  Beginning with Wells Road School he stated the pouring for the media center has taken place, along with the boiler room area in the basement.  The two water tanks and two wells are in.  Framing of the upper deck has started and the exterior block work has also been started.

Kelly Lane has received State approval with the exception of the wells.  The location of the wells had to be checked by the State before they would approve that portion of the project.  Chairman Latella stated the project might go out to bid as early as next week.  Construction should start by the end of June.

 IV.   BUSINESS

A.      Resignations and Appointments to be Considered

No resignations or appointments were noted, however, Town Manager Smith indicated a resignation was received late today and will be placed on the agenda for action by the Board at the next meeting.

B.      Consideration of Adoption of “RULES AND REGULATIONS APPLICABLE TO TOWN PARKS”

Town Manager Smith stated he had spoken to Chief Watkins and Director of Recreation and Leisure Services, Kay Woodford, and they indicated that snowmobiles and ATV’s have not been an issue in the past.  They will review the rules and regulations at the end of the summer to determine how things went with the new rules and regulations in place.  They may also look at the snowmobile issue again before the next snow season.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (3-0-0) to approve the Rules and Regulations Applicable to Town Parks as revised and submitted for Board approval tonight.

C.      Consideration of Board of Education Appropriation Request

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (3-0-0) to comment favorably on the Board of Education request for a wheelchair lift equipped bus in the FY06 budget, in the amount of $62,800, and forward the request to the Board of Finance.

D.      Consideration of Adjustments and Approval of the Annual Budget for Fiscal Year 2006

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (3-0-0) to forward the revised budget request, as outlined in the Town Manager’s memo of April 4, 2005, to the Board of Finance to be presented at a Public Hearing scheduled for April 11, 2005 with the notation of a correction in the second paragraph, line four.  $300,000 should be changed to $312,000.

E.      Call for Annual Town Meeting

The call for the Annual Town Meeting was circulated among the Board for their signatures.  The meeting will be held Monday, April 25, 2005 at 7:30 p.m. in the Granby Memorial High School Auditorium, 315 Salmon Brook Street, Granby, Connecticut.

  V.   TOWN MANAGER REPORTS

Town Manager Smith provided updates on pending legislative activity.

VIII.   ADJOURNMENT

ON A M0TION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (3-0-0) to adjourn the meeting at 7:45 p.m.
