BOARD OF SELECTMEN
MINUTES
DECEMBER 5, 2005

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, William F. Smith, Jr., Town Manager, and Courtney McGuire, Student Liaison

  I.   PUBLIC SESSION

No public addressed the Board.

II.     MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of November 21, 2005 as distributed.

III.    UNFINISHED OR TABLED BUSINESS

A.      Information or Updates on Building Committees’ Activity
Wells Road School, Kelly Lane School

John Latella, Chairman of the Wells Road and Kelly Lane School Building Committees, was present this evening to provide the Board with an update on the two projects.  

The gym is being used at Wells Road School in spite of the recent roof leak which seems to have been caused by a flashing problem and is currently being addressed.  There are still several items on the “punch list” and until they are all completed to the satisfaction of the building committee, the project will not be closed out.  As it looks right now, the project should come in under budget, which will allow the building committee to go back and revisit the education specifications for the stage.  However, this will not be done until all problems are rectified.

The Kelly Lane project has suffered some scheduling set backs due to weather related problems.  All of the foundation and footings are in and the steel frame is going up.  The floor for the gym has not been poured as yet; however, that will be done at a later date.

IV.     BUSINESS

A.      Resignations and Appointments to be Considered

No resignations were received and no appointments were brought up for consideration.

B.      Consideration of Call for Town Meeting for Proposed Town Roads – Massaco Lane and Holcomb Hill Road

Town Manager Smith stated all deeds and approvals are in place for these roads and the Planning and Zoning Commission recommended acceptance of Massaco Lane at their November 8 meeting and is planning to accept Holcomb Hill Road at their next meeting scheduled for December 13.  Acceptance of subdivision roads is required by Charter to be by town meeting.

ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously to schedule a town meeting for Tuesday, January 3, 2006.  The call for the town meeting was circulated among the Board of Selectmen for their signatures.

C.      Consideration of Funding for Broad Hill Road Bridge Replacement

Town Manager Smith provided a memo dated December 5, 2005 informing the Board that construction bids for the Broad Hill Road Bridge over the west branch of Salmon Brook have been received.  It is expected the State of Connecticut will approve Black & Warner, Inc. as the low bid.

The total cost for the project is estimated to be $712,000; the local cost will be 20% or $142,400.  A prior appropriation was made in the amount of $145,000.  The total remaining appropriation needed is $567,000.  An appropriation for the remaining amount was recommended.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to appropriate $567,000 from the General Fund for a net cost to the town of 20% of the total cost and to refer this request to the Board of Finance.

   V.   TOWN MANAGER REPORTS

A.      Budget Operations Report – November 2005

The Board was provided with copies of the Budget Operations Report dated November 2005.  Town Manager Smith stated tax collections are up 1% over last year.  

Town Manager Smith pointed out an error in account #320 – Education Cost Sharing (revenues).  A journal entry was entered twice.  

Additional discussion covered rainstorm damage at Salmon Brook Park and also damage at Cossitt Library.  Selectman Judice questioned if any of the expenses might be recovered from the Federal Emergency Management Agency (FEMA).  Evidently the state requested reports of damage from municipalities after the October storms.  Town Manager Smith will check into this.

Town Manager Smith reported the Bathhouse Study Committee was originally expected to report to the Board of Selectmen this month; however, they have indicated they need more time and will most likely make their recommendations in January 2006.

The Town of Simsbury has requested assistance from Henry Miga, Granby’s Building Official, to compile a report on their building department.  Town Manager Smith was happy to assist Simsbury as long as it did not interfere with Mr. Miga’s Granby duties or incur any expense for Granby.

Several complaints have been received by the Town Manager recently regarding the signs on the green.  The town’s guidelines for displaying a sign on the green will be posted on the Granby website.

 VII.   SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann)

No reports.

Courtney McCarthy stated she recently attended a staff meeting at the Town Hall and found it very interesting and commented upon the high level of details expressed by departments.  She enjoyed hearing from all the departments and thanked Town Manager Smith for inviting her to attend.

VIII.   ADJOURNMENT

ON A M0TION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:02 p.m.
