BOARD OF SELECTMEN
MINUTES
MAY 1, 2006

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

  I.   PUBLIC SESSION

No public addressed the Board.

ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to add an agenda item C to Business.

II.     MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of April 17, 2006 as distributed.

ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to approve the minutes of the Emergency Meeting of April 24, 2006 as distributed.

III.    UNFINISHED OR TABLED BUSINESS

A.      Information or Updates on Building Committees’ Activity
Wells Road School, Kelly Lane School

Town Manager Smith reported things are moving along pretty well. Concerns were previously expressed over the handling of change orders. This is beginning to be resolved.  

IV.     BUSINESS

A.      Resignations and Appointments to be Considered

Town Manager Smith stated no letters of resignation or appointments were received.  

Vacancies on the Kelly Lane Building Committee were discussed.  The Board determined that there is still one vacancy.  

There was additional discussion on the letter received from Brooke Pielli, President, Granby Community Television and the need for representation on the cable access board.

B.      Discussion of Action to Enter into a Mutual Aid Agreement Between Granby and Southwick

A public hearing was held earlier to receive public comments on the proposed agreement.  The Board of Selectmen was furnished with copies of the agreement to review at a previous meeting.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (5-0-0) to ratify the agreement and authorize the Town Manager and Chief of Police to execute the Mutual Aid Agreement as follows:

BE IT RESOLVED that the Board of Selectmen of the Town of Granby ratifies and authorizes the Town Manager William F. Smith, Jr. and Chief of Police David Watkins to execute said Mutual Aid Agreement.  Said agreement shall be created to assist the towns of Granby, Connecticut and Southwick, Massachusetts, if certain circumstances arise, for law enforcement assistance to cross state lines which will increase their ability to protect the lives, safety, and property of the people in their respective municipalities.  

C.      Consideration of Changes to the Bylaws of the Holcomb Farm Learning Centers, Inc.

Selectman King presented a resolution to the Board of Selectmen explaining the amendment was simply to allow for a change in the date of the annual meeting of the members of the Holcomb Farm Learning Centers.

ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to approve the RESOLUTION as follows:

RESOLVED:  Article II, Section 5 of the Bylaws of the Holcomb Farm Learning Centers, Inc., is hereby amended to read:

An annual meeting of the Members for the election of Directors or such other business as may be stated in the notice of the meeting, or may properly come before the meeting, shall be held on the date of the first regularly scheduled board meeting during the month of June of each year at such place, either within or without the State of Connecticut, and at such hour as shall be specified in the notice thereof or at such place and at such date and time as the Board of Directors, by resolution, shall determine.

  V.   TOWN MANAGER REPORTS

A.      Budget Operations Report – March 2006

The Board was provided with copies of the Budget Operations Report dated March 2006.  Town Manager Smith began his review of the report noting tax collections are over the amount budgeted, which is very good.

Selectman Judice questioned accounts #320 and #321 inquiring if the April payments have been received.  Town Manager Smith stated he has not received confirmation of receipt as yet.  
The telecommunication account #313 will be short however the budget has already been adjusted to reflect the $15,000 shortfall.  The March payment expected for the Pequot Indian Fund account #330 has been received.  

Selectmen questioned the pay for participation account #399; Town Manager Smith stated he has yet to see any of that money even though he recently held a discussion with Harry Traver.  He will follow up.  

Accounts #4046 and #4054 will both need transfers due to increased costs associated with diesel fuel, gasoline, heating fuel, and electricity.  The Police Operations account will be able to furnish some assistance due to an unfilled position in the department.

 VI.   FIRST SELECTMAN REPORTS (John Adams)

First Selectman Adams reported the Annual CRCOG meeting is scheduled for June 29, 2006 if anyone is interested in attending.

CRCOG has reported they will put bids out for Reverse Notification (911) around the first of July 2006.

It was noted that the budget approval rate was inaccurately reported at the Town Meeting.  Appropriate notes have been made to the minutes to reflect the 84.9% approval of the budget.  Discussion followed on a method for validating the minutes of the Annual Town Meeting.

A letter was received from State Representative Ferrari regarding the status of designating Routes 10 and 202 as “Veteran’s Memorial Highway”.  The proposed bill has been included into a larger Department of Transportation bill, which should be approved.  

 VII.   SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann)

Selectman Judice stated he has noticed some flooding problems on Buttles Road and would like to have Public Works take a look at it during the next rainstorm to see what can be done.

VIII.   ADJOURNMENT

First Selectman Adams adjourned the meeting at 8:00 p.m.
