BOARD OF SELECTMEN
MINUTES
SEPTEMBER 18, 2006
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.
PRESENT: John Adams, Ronald Desrosiers, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager
I. PUBLIC SESSION
No public addressed the Board.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to approve the minutes of the regular meeting of September 5, 2006 as presented.
III. UNFINISHED OR TABLED BUSINESS
A. Information or Updates on Building Committees’ Activity
Wells Road School, Kelly Lane School
Town Manager Smith reported things are progressing at both schools. We are still waiting for state approval on the well at Wells Road School. Kelly Lane School opened on time, insurance applications are in the works and the classrooms currently in the gym will be moved to their permanent location in a week or so.
B. Further Consideration of Suggestion for Granby Veteran Medals
Town Manager Smith reported he met with Mr. Hart and in his memo to the Board he identified a process to be followed if the Board decides to proceed with a plan.
Mr. James Hall, Adjutant to the American Legion, informed Town Manager Smith he had several concerns regarding the plan and the Granby Legion, of over 500 members, is opposed to the plan. Board members were provided with a letter from Mr. Hall reviewing the Legion’s concerns.
Town Manager Smith pointed out the town would not want to be in conflict with the Veterans’ organizations and suggested that further review of the plan is needed.
IV. BUSINESS
A. Resignations and Appointments to be Considered
First Selectman Adams received a resignation from the Zoning Board of Appeals submitted by Walter J. Burke effective August 31, 2006.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to accept, with regret, the resignation of Mr. Burke.
First Selectman Adams reviewed all vacancies and during the following discussion requested Town Manager Smith notify the two Town Committees of the new Salmon Brook Park Facility Building Committee vacancies.
B. Discussion of Guilford Agricultural Commission and Ordinance
Selectman King stated there are a number of economic ways for towns to support agriculture ventures. The town should encourage all fledgling ventures and could also look into the availability of grants to assist ventures. Town Manager Smith obtained a copy of the Guilford Agricultural Commission and Ordinance at the request of Selectman King and provided copies for the Board.
Discussion followed on what plans CRCOG has in place or are considering regarding sustainable agriculture. First Selectman Adams will check with CRCOG. Selectman King will call one of the members of the Guilford Commission and see if she can get more information.
V. TOWN MANAGER REPORTS
A. Budget Operations Report – August 2006
The Board was provided with copies of the Budget Operations Report dated August 2006. Town Manager Smith stated tax collections are coming in as expected and in line with the last few years. Expenditures and revenues are also as expected so far.
He highlighted information on revenue received on the Broad Hill Road bridge reimbursement and over $24,000 received from FEMA for the February 2006 storm.

VIII. ADJOURNMENT
ON A M0TION by Selectman Desrosiers, seconded by First Selectman Adams, the Board voted unanimously (4-0-0) to adjourn the meeting at 7:55 p.m.
