BOARD OF SELECTMEN
MINUTES
DECEMBER 4, 2006

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, William F. Smith, Jr., Town Manager; and Knute Gailor, Student Liaison

  I.   PUBLIC SESSION

No public addressed the Board.

 II.   MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of November 20, 2006 as presented.     

 III.   UNFINISHED OR TABLED BUSINESS

A.      Information or Updates on Building Committees’ Activity
Wells Road School, Kelly Lane School

John Latella, Chairman for the Wells Road and Kelly Lane Schools renovations and building committees, reported that both projects are close to completion.   For Wells Road School, the outstanding issues are a new second well to be drilled for operation, replacement of a walkway by using pavers, the correction of countertops in the classrooms, and the possibility of the need to purchase snow guards for the roof around the area of the cafeteria.   Quotes for the snow guards are being sought.   For Kelly Lane School the punch list is being worked on and the general contractor indicated the project punch list might be completed by mid-December.   Mr. Latella commented that the landscaping and lighting at Kelly Lane School are good.  He indicated that both projects are well within their budgets and may be a little under.    

  IV.   BUSINESS

A.      Resignations and Appointments to be Considered

No resignations, re-appointments, or appointments were received.

B.      Consideration of Resolution Authorizing the Town Manager to Execute Contracts in Connection with the State Small Town Economic Assistance Program (STEAP)

The Board reviewed the memo from Town Manager Smith concerning a resolution in connection with the STEAP grant for Holcomb Farm improvements.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board of Selectmen unanimously (5-0-0) adopted the following resolution.  

RESOLVED that William F. Smith, Jr., Town Manager of the Town of Granby, is hereby authorized to make, execute and approve on behalf of the Town of Granby, any and all contracts and amendments and to execute and approve on behalf of the town, other instruments, a part of or incident to such contracts and amendments effective until otherwise ordered by the Board of Selectmen.

C.      Consideration of Action Concerning the Agreement Between the Granby Board of Education and Granby Education Association (effective July 1, 2007 to June 30, 2010)

Town Manager Smith reported that the agreement was not signed and filed with the Town Clerk as of yet.  He indicated that this action might be accomplished tomorrow, December 5, 2006.  Once the contract is filed with the Town Clerk and a summary of the contract is received from the Board of Education, both will be made available for Board of Selectmen review.   The Board discussed the three options they have as the town’s Legislative Body for handling this Agreement.  It was noted that this Agreement would affect next year’s budget for the Board of Education, as these contracts are approximately fifty percent of their budget.  A town meeting to approve the Agreement is strongly being considered.     

No action was taken because the background material was not received and no presenters were present.   It was decided that once this information was received, it would be distributed to the Board of Selectmen for their review.  This item will be placed back on the next agenda if material is received in time.  

   V.   TOWN MANAGER REPORTS

Town Manager Smith indicated that he would be absent for a week starting December 14th.  

Town Manager Smith reported on a special meeting by the Inland Wetlands and Watercourses Commission (IWWC) concerning town applications for work to be performed near wetlands, review process for the town and commission, and ways of communications between the town and commission.  David Askew now serves as the town’s consulting Wetlands Agent.  Mr. Askew has helped and improved the timeliness of the review application process.  Once the town budget is approved, he will examine anticipated work to be done during that fiscal year by Public Works.

At the IWWC meeting, seven requests for review were signed for the town and one review is pending.   A good working relationship is being built as the town moves ahead with its routine maintenance and other projects.  

  VI.   FIRST SELECTMAN REPORTS (John Adams)

No reports.

VII.    SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann)

Selectman King commented on the informational meeting held on November 30, 2006.   There were at least 21 people in attendance to discuss establishing a possible Agricultural Commission or ordinance.   She will continue this discussion with this group and review Guilford’s recent ordinance creating an Agricultural Commission.

Selectman Desrosiers reported that the Granby Solid Oak Jazz Band (a community adult band) and Granby High School “Select” Choir were invited to perform at the Wadsworth Museum, Sunday, December 3, 2006 for the Festival of Trees and Traditions.  Their performance was excellent and an honor for the bands to be invited.    

VIII.   ADJOURNMENT

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously  (5-0-0) to adjourn the meeting at 7:55 p.m.
