SPECIAL MEETING
MINUTES
MARCH 12, 2007

First Selectman John Adams called the special meeting of the Board of Selectmen to order at 8:00 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, William F. Smith, Jr., Town Manager; and Knute Gailor, Student Representative

A.  Consideration of Adoption of Fiscal Year 2007-08 Budget and Transmittal to Board of Finance

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board moved the following resolution to allow for discussion:

WHEREAS,        the Board of Selectmen is required to present a budget to the Board of Finance for the 2007-2008 Fiscal Year, and

WHEREAS,        the Board of Finance has requested that the operations portion of the budget guideline be as close to 4-5% above the 2006-2007 budget, and

WHEREAS,        with the understanding that revenue offsets above the guideline amount would be considered; and,

WHEREAS,        amounts of $50,000 and $85,000 is recommended to offset expenditures; and,  

WHEREAS,        following a review of the proposed budget by the Board of Selectmen, an amount of $42,116 is above the 4-5% guideline, and is considered appropriate to effectively maintain operations during the new fiscal year,

THEREFORE, BE IT RESOLVED that the Board of Selectmen forward a 2007-2008 REVENUE BUDGET to the Board of Finance consisting of the following items:

That the Board of Selectmen forward a 2007-2008 OTHER FUNDS BUDGET to the Board of Finance, along with the 2008-2017 CAPITAL IMPROVEMENT PROGRAM consisting of the following items:

Selectman Judice stated that he was not comfortable sending this budget to the Board of Finance and would like to recommend a decrease in the amount of $882,000 for the Education Cost Sharing (ECS) grant given the fact the Governor’s Budget has not been finalized.  He expressed concern that State revenues would come in at much less than what was reflected in the budget.

First Selectman Adams indicated the Board of Finance was well aware of the potential decreases and were ready to handle that problem if it became a reality.  Selectman Judice indicated he would support the motion but wanted the minutes to reflect that the ECS revenue item had been thoroughly discussed.  Selectman Judice further indicated that the Board is aware that the Board of Finance will probably adjust revenue numbers during their budget review.

The Board voted unanimously (5-0-0) to approve the resolution.

B.      Consideration of Ratification of Agreement between the Town of Granby and the International Brotherhood of Police Officers (IBPO), Local 581 for July 1, 2005 – June 30, 2009

Town Manager Smith stated this contract has been under negotiation for some time;  it has been a lengthy process but some major goals were achieved.  Some of the changes are streamlining the grievance procedures, military leave language, the increase in the percentage of contributions for health sharing and changes in co-pays.  The town will also provide health coverage at 50% upon retirement for the employee only.  The wage increase is 3.5% and the Police Union has voted to ratify the contract.  

ON A MOTION by Selectman Desrosiers, second by Selectman Neumann, the Board voted unanimously (5-0-0) to ratify the agreement between the Town of Granby and the International Brotherhood of Police Officers (IBPO), Local 581 for July 1, 2005 – June 30, 2009 as presented.

Selectman Desrosiers concluded by thanking Town Manager Smith and the Police Department negotiating team for the time and work they put into drafting this agreement.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to adjourn the special meeting at 8:15 p.m.
