BOARD OF SELECTMEN
MINUTES
MARCH 5, 2007
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.
PRESENT: John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager; and Knute Gailor, Student Liaison
I. PUBLIC SESSION
Leaders and members of the Girl Scouts of America were present to receive a proclamation marking the 95th Anniversary of the Girl Scouts. The proclamation from First Selectman Adams was preceded by the Girl Scout Honor Guard presentation of colors, the Pledge of Allegiance, the Girl Scout promise, and the Girl Scout song.
The organization was founded by Juliette Gordon Low in 1912 in Savannah, Georgia and the 95th Anniversary is March 12, 2007. The proclamation acknowledged the value of the organization to all girls and proclaimed the week of March 11-17, 2007 as Girl Scout Week.
Squire Bressor, 293 Simsbury Road, addressed the Board of Selectmen with three concerns. He stated the library is behind the times when compared to other valley towns and the Board of Selectmen should seriously consider expansion of the library.
The next request was for a second entrance to Salmon Brook Park. He stated that the current entrance is unsafe. He indicated that an entrance at the back of the park, the old fair grounds, would be the ideal location to provide additional parking and safer access.
The third request reviewed the poor condition of the tennis courts at Salmon Brook Park and a suggestion that four new courts should replace the old courts.
First Selectman Adams indicated a new committee has been charged for Athletic fields and he was sure the safety of the park entrance would be studied.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted 4-0-1 (abstention Selectman Judice) to approve the minutes of the regular meeting of February 20, 2007 as presented.

IV. BUSINESS
A. Resignations and Appointments to be Considered
No resignations were received.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to approve the following appointments:
DEVELOPMENT COMMISSION
John J. Krug (U), 274 Silver Street
Mr. Krug’s appointment will expire January 14, 2008.
GRANBY ATHLETIC FIELD LONG-RANGE ADVISORY COMMITTEE
James Tibbetts (D), 18 Thronebrook Road
Mr. Tibbetts’ appointment will expire upon completion of this charge.
PARK & RECREATION BOARD
Suzanne L. Yucha (D), 32 Buttles Road
Ms. Yucha’s term will expire January 12, 2009.
ON A MOTION by First Selectman Adams, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to appoint Benjamin L. Perron (R), 25 Archie Lane, to the GRANBY ATHLETIC FIELD LONG-RANGE ADVISORY COMMITTEE. Mr. Perron’s appointment will expire upon completion of this charge.
B. Budget Presentation 2007-08
As in past years, this budget message attempts to explain the purpose of the new budget by providing an overview of its development and to highlight some changes from last year. Summaries provided by Town Manager Smith included goals and objectives, debt service, new debt, pay-as-you-go concept, other goals such as maintaining a stable employee workforce, the operation guidelines, revenues, general fund balance, the tables, charts and comparative information, new budget operations, grand list and mill rate, capital improvements, and concluded with other funds.
Board members had a few questions on fund balance, the Governor’s budget, LOCIP and TAR, municipal grants, and motor vehicle taxes. The Board also discussed workshop dates and the next regular meeting date. The plan for workshops is to do Administration; Personal Property and Protection; Capital; and Debt Service on March 8th and on March 12th to review Libraries, Recreation, and Social Services; Public Works and Environment; and Revenue. If the budget review is complete, a special meeting would be called for March 12th after the workshop to adopt the budget to be forwarded to the Board of Finance. First Selectman Adams is unavailable for the regular meeting of March 19th, which will only be held if needed.
Town Manager Smith ended his presentation by thanking Barbarajean Scibelli, Patty Chieski, Susan Christian, Fran Armentano, and Department Heads for their assistance in preparing the budget. He also expressed thanks to the Board of Finance and the Board of Selectmen for their ongoing assistance and support.

VII. SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann)
Selectman Desrosiers reported he had a brief conversation with a representative of Connecticut Light and Power about a program to sell fluorescent light bulbs at a discounted price to residents. These light bulbs last longer and use less energy than traditional light bulbs. He has only had initial contact but will report back as talks progress. The light bulbs sell for $1.00 each.

ON A M0TION by Selectman Desrosiers, seconded by First Selectman Adams, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:12 p.m.
