BOARD OF SELECTMEN
MINUTES
OCTOBER 15, 2007
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:35 p.m.
PRESENT: John Adams, Ronald Desrosiers, Mark Neumann, and William F. Smith, Jr. Town Manager
I. PUBLIC SESSION
No public addressed the Board.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (3-0-0) to approve the minutes of the regular meeting of October 1, 2007.
III. UNFINISHED OR TABLED BUSINESS
None.
IV. BUSINESS
A. Resignations and Appointments to be Considered
No resignations or appointments were received.
B. Consideration of Resolution Presented by the Conservation Commission Regarding 20% Energy by 2010 Campaign
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (3-0-0) to table consideration of a resolution until the next meeting or until Michael Lengvarsky, Chairman of the Conservation Commission can be present.
C. Department Review
Sue Altieri, Assessor, updated the Board on revaluation. Assessors are mandated to do a revaluation every 5 years. Granby’s last revaluation was in 2002. Data verification forms were mailed to all residents for review and there was a return rate of about 85%, with some changes made. All homes have been reviewed and new Assessment Notices will be mailed to every property owner. Residents will have until February 20, 2008 to file an application with the Board of Assessment Appeals if they want to appeal their assessment results. First Selectman Adams suggested that a place on the website for homeowners to ask questions would be a good idea.
D. Consideration of Appropriation Request for Bank Street Improvement Project (Sidewalks and Crosswalks)
The Bank Street Lighting and Sidewalk project is near completion. The lighting and utilities are now underground. A plan for the crosswalk has been developed and involves an agreement with the owner of Geissler’s Plaza.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (3-0-0) to approve the $21,000 appropriation request from the Sidewalk and Beautification Fund for the Bank Street Improvement Project.
V. TOWN MANAGER REPORTS
A Update on Regional Performance Incentive Program (CRCOG)
The town has applied for grants for both the Portable Dry Screening Plant and the leaf blower and brush tractor mower for “Rails to Trails” as a sharing of equipment proposal with East Granby and other local towns. The town needs to approve the grant application before the CRCOG deadline.
B. Budget Operations Report - September
The tax collections are in line at this time and there are no significant issues with expenditures.
VI. FIRST SELECTMAN REPORTS (John Adams)
A. Student Liaison Update
A student liaison from Granby Memorial High School will be present at the next Board of Selectmen meeting.
B. Meeting with State Representative and Senators on November 19, 2007
The State Representative and both Senators will be at the November 19, 2007 Board of Selectmen meeting to talk with residents and answer any questions they may have.
C. Lighting Fair
There will be an energy saving lighting sale at the Granby Senior Center on Friday, October 19, 2007, at 12:30 p.m. – 4:30 p.m. All products are priced well below market value. Offer good while supplies last.
VII. SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann)
Selectman Desrosiers reported that United States Representative John B. Larson toured Holcomb Farm on Saturday. He was able to see the great learning center that it has become and with his help they may be able to obtain federal funding for some of their needs going forward.
VIII. ADJOURNMENT
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (3-0-0) to adjourn the meeting at 8:13 p.m.
