BOARD OF SELECTMEN
MINUTES
OCTOBER 6, 2008
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.
PRESENT: John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager
First Selectman John Adams made a statement regarding a recent article in the Drummer about the safety concerns at Kelly Lane School. He stated there has been no credible evidence found to determine that the Kelly Lane School building is unsafe.
I. PUBLIC SESSION
Granby resident Robert Mayo addressed the Board and expressed his opposition to the possible discontinuance of a portion of Broad Hill Road and Weed Hill Road. He hopes an alternate plan will be considered so part of Broad Hill Road can remain open.
First Selectman Adams stated the Board is still waiting for specific comments from the Board of Directors of McLean Game Refuge before making a decision on this issue.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of September 15, 2008 as presented.
III. UNFINISHED OR TABLED BUSINESS
- Consideration of Comment from Planning & Zoning on Signs at Wells Road and Kelly Lane Schools
The Planning & Zoning Commission recommends that all town signs have a similar architectural style and use similar architectural elements. The construction should be simple and unobtrusive and they feel wood signs would fit best in residential locations. The Selectmen had questions in regards to the message board portion of the signs, as well as lighting. It was reported that the signs would have lighting and the lettering would be the same as the High School sign. Construction would be done before the weather gets too cold.
ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (5-0-0) to approve the proposed school signs as long as the Board of Education and the Chief of Police also agree.
- Consideration of Comment from McLean Game Refuge on Discontinuance of a Portion of Broad Hill Road and Weed Hill Road
It is recommended to continue to table the matter until all information has been received.
ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (5-0-0) to table this matter until all information has been received.
IV. BUSINESS
- Resignations and Appointments to be Considered
No resignations or appointments were received.
- Consideration of Workshop Meeting with Special Committees
The three Committees expected to report are the Salmon Brook Park Facility Building Committee, which has already provided its final report to the Board of Selectmen on August 4, 2008, the Storage and Vehicle Wash Bay Committee, and the Granby Athletic Field Long Range Advisory Committee (GAFLAC). The Board of Selectmen will hold a workshop to review presentations from the last two committees. A meeting date of October 27th at 6:00 p.m. has been suggested.
- Consideration of Formal Action from Town Meeting on Fox Road Discontinuance
ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to reorder the agenda, placing item C after Town Manager Reports.
First Selectman Adams recessed the Board of Selectmen meeting at 8:00 p.m. to hold a Special Town Meeting for the discontinuance of Fox Road.
First Selectman Adams reconvened the Board of Selectmen meeting at 8:15 p.m.
Consideration of formal action from Special Town Meeting on Fox Road discontinuance was discussed following Town Manager Reports, but is recorded here for continuity.
ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to approve the discontinuance of Fox Road, per the attached resolution, which has been signed by all of the Board of Selectmen.
V. TOWN MANAGER REPORTS
No reports.
VI. FIRST SELECTMAN REPORTS (John Adams)
First Selectman Adams reported that there were two viable candidates to fill the position of Student Liaison. It was decided to appoint both candidates at the October 20, 2008 Board of Selectmen meeting.
The Capitol Region Council of Governments Reverse 911 process will soon be up and running statewide. This enables the town to give warnings to residents in the event of any kind of emergency.
It was reported that the Veteran’s Administration Department would no longer be mailing veterans a copy of their disability rating. Veterans must now request their disability rating information from the Veteran’s Administration and then bring documentation of this into the Assessor’s Office. The Veteran’s Affairs Info Line phone number is 1-866-928-8387.
Selectman Adams reported the Senior Center premier of “Life Begins at the Center” was a huge success, with about 100 people in attendance.
VII. SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann)
Selectman Judice reported the closure of a portion of Floydville Road for bridge repair (from Floydville Road bridge and east) would be extended for another four months due to the approaching cold weather and the inability to pour concrete at this time.
VIII. ADJOURNMENT
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:32 p.m.
