BOARD OF SELECTMEN
MINUTES
NOVEMBER 3, 2008

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:50 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

  I.   PUBLIC SESSION

No public addressed the Board.

 II.   MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (4-0-0) to approve the minutes of the regular meeting of October 20, 2008 as presented.

III.   UNFINISHED OR TABLED BUSINESS

  • Consideration of Call for Town Meeting on Discontinuance of Weed Hill Road and a Portion of Broad Hill Road
It was recommended that the discontinuance of Weed Hill Road, a portion of Broad Hill Road, and the reinstatement of a portion of Fox Road all be placed on the same Special Town Meeting call.  In order for the reinstatement of a portion of Fox Road to take place, the Planning and Zoning Commission needs to comment.  They do not meet again until November 25, so a town meeting will not likely take place until December.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to table this matter until they receive comment from the Planning and Zoning Commission on the reinstatement of a portion of Fox Road.

 IV.   BUSINESS

  • Resignations and Appointments to be Considered
No resignations or appointments were received.

  • Consideration of Reinstatement of a Portion of Fox Road as a Town Road
There was discussion that the discontinuance of Fox Road as a town road would cause hardship for the resident at 3 Fox Road, which is approximately 225 feet from the beginning of the road.  In addition, there was concern over the property value of a home formally located on a public right of way.  Selectman King inquired about the procedure to undue the discontinuance of Fox Road.  Town Manager Smith commented that a Town Meeting would have to take place and comment from the Planning and Zoning Commission would be needed to accept that portion of Fox Road as a town road.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to forward this information to the Planning and Zoning Commission for their review of the approximate 225 feet of Fox Road to be reinstated as a town road.

  • Consideration of Appropriation Request for the Hartford Foundation for Public Giving (Senior and Youth Initiative Grant Program)
This is the third year in a three year grant application the town made with the Hartford Foundation for Public Giving in the amount of $116,250.  This grant is for a Senior and Youth Initiative program that covers expenses such as staffing, training, and overhead.  An appropriation for the third year of the grant in the amount of $31,250 is needed.  The motion will then be forwarded to the Board of Finance to appropriate the funds.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (4-0-0) to approve the appropriation of $31,250 for the third year of the grant.

  • Consideration of Request to Make Application for a Farm Viability Grant
This grant application will propose an Economic and Environmental Analysis of the Connecticut Horse Industry with a special focus on the Town of Granby.  The grant is being provided by the State of Connecticut Department of Agriculture, with no cost to the town to make an application.  It is requested that the Town Manager be authorized to submit the application.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (4-0-0) to authorize Town Manager Smith to submit an application for the Farm Viability grant.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (4-0-0) to move agenda item IV.E to Executive Session following Selectman Reports.

  V.   TOWN MANAGER REPORTS

No reports.

VI.    FIRST SELECTMAN REPORTS (John Adams)

No reports.

VII.   SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, Mark Neumann, and Christopher Kempf and Nicholas Moon, Student Liaisons)

High school student liaison Christopher Kempf reported the High School had its own Presidential election.  There was a profound interest with 610 ballots cast, and Barack Obama was the winner.  
Board of Finance Chairman Michael Guarco expressed an interest in having a Three Board meeting before their usual time next year to discuss the financial impact the town may face in these hard economic times.  Selectman King suggested the Board of Finance invite the Board of Selectmen to their next meeting to discuss these issues.

VIII.   ADJOURNMENT

The meeting recessed to closed session at 8:20 p.m.

CLOSED SESSION

First Selectman Adams called the executive session of the Board of Selectman to order at 8:25 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Sally King, Mark Neumann, and William F. Smith, Jr. Town Manager

The purpose of the meeting was to review real estate matters.

First Selectman Adams closed the executive session at 8:48 p.m.

The Board reconvened its regular meeting at 8:48 p.m., but there being no further business the regular meeting of the Board of Selectmen was adjourned at 8:49 p.m.
