BOARD OF SELECTMEN
MINUTES
NOVEMBER 17, 2008

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:31 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Jr., Sally King, Mark Neumann, William F. Smith, Jr., Town Manager, Christopher Kempf and Nicholas Moon, Student Liaisons

  I.   PUBLIC SESSION

No public addressed the Board.

 II.   MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted 4-0-1 (abstention Selectman Judice) to approve the minutes of the regular meeting of November 3, 2008 as presented.

ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted 4-0-1 (abstention Selectman Judice) to approve the minutes of the special workshop meeting of November 3, 2008 as presented.

 III.   UNFINISHED OR TABLED BUSINESS

No unfinished or tabled business was before the Board.

 IV.   BUSINESS

  • Resignations and Appointments
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to reappoint Russell G. St. John as Granby’s representative to the Greater Hartford Transit District.

  • Consideration of Call for Public Hearing to Enter into a Police Mutual Aid Agreement with Granville, MA
Granby has already entered into a similar agreement with the Town of Southwick, MA.  This agreement with Granville, MA will increase both towns’ ability to protect the lives, safety, and property of the people.  A public hearing is required by statute to enact the proposed agreement.  It was suggested that the hearing be scheduled along with the Equipment Sharing Agreement for the Farmington Valley Trail Maintenance public hearing.

  • Consideration of Call for Public Hearing to Enter into an Equipment Sharing Agreement for the Farmington Valley Trail Maintenance
An agreement has been drafted by committee members of several towns that now needs to be approved.  State law requires that the Agreement be made following a public hearing.  The Schedule of Equipment will be available for the public hearing.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to approve scheduling a public hearing to Enter into a Police Mutual Aid Agreement with Granville, MA on December 1, 2008 at 7:15 p.m. with the second public hearing to enter into an Equipment Sharing Agreement for the Farmington Valley Trail maintenance to immediately follow.

  • Consideration of Resolution for Authorization Concerning State of Connecticut Section 5310 Grant (Senior Van Vehicle Replacement) and Nondiscrimination Certification
To enable Town Manager Smith to enter into contract with the State of Connecticut, Department of Transportation for the Section 5310 Grant, a resolution needs to be passed giving him authorization to execute the agreement.  The grant amount is $40,000, which will be used to replace our senior van.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve the following resolutions for the Section 5310 Grant and Nondiscrimination Certification.

RESOLVED that WILLIAM F. SMITH, JR., TOWN MANAGER, TOWN OF GRANBY, is hereby authorized to negotiate and execute all necessary Agreement/Contract documents on behalf of the Town of Granby with the Department of Transportation of the State of Connecticut and to affix the corporate seal.

RESOLVED that the Town of Granby hereby adopts as its policy to support the Nondiscrimination agreements and warranties required under Connecticut General Statutes § 4a-60(a)(1) and § 4a-60a(a)(1), as amended in State of Connecticut Public Act 07-245 and sections 9(a)(1) and 10(a)(1) of Public Act 07-245 and sections 9(a)(1) and 10(a)(1) of Public Act 07-142.

  • Consideration of Plus One Budget (2009-10)
The Board of Selectmen was provided with copies of the Plus One Budget (2009-10) as prepared by the Town Manager.  Town Manager Smith indicated the Plus One Budget is strictly the operational portion of the budget and not a complete picture.  Also presented was a supplemental sheet showing the Plus One items placed in their relevant budget categories.  At a minimum, the town will need a 3% increase to sustain operations.  First Selectman Adams indicated personnel reductions may need to be made.  Town Manager Smith is hoping for sustainability of operations within the town during these difficult economic times rather than cutbacks.  

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to forward the Plus One Budget (2009-10) to the Board of Finance for their consideration.

  V.   TOWN MANAGER REPORTS

  • Budget Operations Report – October 2008
Barbarajean Scibelli, Administration Finance Officer, reviewed the Budget Operations Report dated October 2008.  It was noted that tax collections were a little behind last year but prior years taxes are significantly higher.  This is because there are more back taxes at this time and any payments received are applied to prior years before current year.  Town Clerk fees were also down, most likely due to less refinancing.  Building permits and Bulky Waste/Recycling were up slightly.  Expenditures are on track at this time.

 VI.   FIRST SELECTMAN REPORTS (John Adams)

First Selectman Adams reported that the Capitol Region Council of Governments (CRCOG) has been discussing transportation issues.  It was noted the last commuter bus to Hartford from Granby leaves at 7:15 a.m.  This is not a good time for anyone who has to get children on the school bus later than that last run.  Perhaps a later bus to Hartford could be arranged.  First Selectman Adams indicated that a survey of Granby’s transportation needs could be done through a survey monkey or a Drummer insert.

Also, there was concern that after the Granby Athletic Field Long-range Advisory Committee made their presentation to the Board of Selectmen, the Community Gardens would again be moved.  First Selectman Adams noted that there have been no decisions on that matter and there will be opportunities for public input.  Selectman King stated she hopes that the gardens won’t be moved.  

First Selectman Adams congratulated the Granby Girls Field Hockey and Boys Soccer teams on their recent 2nd place championships.

VIII.   ADJOURNMENT

ON A M0TION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:13 p.m.
