BOARD OF SELECTMEN
MINUTES
APRIL 20, 2009
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:32 p.m.
PRESENT: John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager and Student Liaison Christopher Kempf
I. PUBLIC SESSION
No public addressed the Board.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of April 6, 2009 as presented.
III. UNFINISHED OR TABLED BUSINESS
No unfinished or tabled business was before the Board.
IV. BUSINESS
- Resignations and Appointments to be Considered
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann the Board voted unanimously (5-0-0) to appoint Rochelle Reuben (D), 14 Danielle Road, to the Conservation Commission, to fill a vacancy left by Cris Anderson. Ms. Reuben’s term will expire January 11, 2010.
- Discussion Update on Solid Waste & Recycling Collection Program
James Klase, Director of Public Works, gave an update on the upcoming changeover to the Single Stream Recycling Program. The new 65 gallon barrels have been ordered and will be here in time to start the new program. Information about the program and start date will be posted in the Granby Drummer and the Granby News. A tri-fold flyer will be mailed to all residents, and posters will be placed around town. A sandwich board will be put up about two weeks before the start of the program. A 10 or 15 second announcement is planned to air on the Granby Community TV station. The town website will be updated and linked to Paines for more information.
Selectman Adams provided an explanation for the reasons behind the new program. The Connecticut Resource Recovery Authority (CRRA) will now only be accepting single stream recycling, which means no sorting on our part. Sorting will take place at their plant. As a result, Granby’s recycling pick-up will be done mechanically. With more items being recycled using a larger barrel, there is less trash pick-up. This will result in the town saving approximately $50,000.
Town Manager Smith added that composting bins are also available, and by composting there will be additional reductions in trash, which will ultimately reduce trash collection fees.
Selectman Desrosiers asked Mr. Klase how many families now rent an additional barrel. The response was, under 100 families. Those extra barrels will be collected and new 65 gallon barrels may be rented to those who feel they need them.
The official start date for the new program is June 29, 2009. If anyone has any questions, feel free to call Public Works.
- Consideration of Real Estate and Collective Bargaining Matters (Item Deemed Appropriate for EXECUTIVE SESSION)
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to move Agenda item IV, C. to Executive Session following Selectman Reports.
V. TOWN MANAGER REPORTS
- Budget Operations Report – March 2009
Town Manager Smith reported that collections are right in line with past years. Prior Years Taxes and Interest and Liens collected have been more than expected. Collection of auto supplements has been a little shy. Together they balance each other out. There was a discussion of foreclosures happening in town. A study was done and there has been no significant increase from prior years in the amount of foreclosures recorded.
Expenditures are on target. There will be a need for an appropriation or transfer of funds to offset the depleted Department of Public Works General Maintenance account as a result of the many ice and snowstorms causing necessary overtime and a need to purchase more salt this past winter.
VI. FIRST SELECTMAN REPORTS (John Adams)
- The Annual Budget Town Meeting will be on April 27, 2009 at 7 p.m. in the High School Auditorium
Selectman Adams made a request to all residents encouraging them to attend the Annual Budget Town Meeting on April 27, 2009 at 7 p.m. to vote on the budget. There will be a presentation by the Board of Finance, Board of Selectmen, and Board of Education, with discussion time to follow and then the vote. There needs to be a minimum of 230 eligible voters present to be able to call for a vote. Of those voting, 2/3 must vote yes in order for the budget to be adopted. If it is not approved that night, it will go to a machine vote on the following Monday, May 4, 2009 at 12:00 noon to 8:00 p.m.
VII. SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann, and Christopher Kempf and Nicholas Moon, Student Liaisons)
Selectman King wanted to announce that the Farmington Valley Collaborative is proposing to organize a regional Agricultural Commission. The meeting will take place on May 20, 2009 at 8:00 a.m. in the Town Hall Meeting Room.
VIII. ADJOURNMENT
The meeting recessed to closed session at 7:58 p.m.
CLOSED SESSION
First Selectman Adams called the Executive Session of the Board of Selectmen to order at 8:00 p.m.

The purpose of the meeting was to discuss real estate and collective bargaining matters.
The Executive Session adjourned at 8:28 p.m.
The regular meeting of the Board of Selectmen reconvened at 8:29 p.m.
There being no further business to come before the Board, the meeting was adjourned at 8:30 p.m.
