BOARD OF SELECTMEN
MINUTES
MAY 18, 2009
The special meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:04 p.m.
PRESENT: John Adams, Ronald Desrosiers, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager; and Student Liaison Christopher Moon
I. PUBLIC SESSION
No public addressed the Board.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to approve the minutes of the regular meeting of April 20, 2009 as presented.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to approve the minutes of the special meeting of May 6, 2009 as presented.

IV. BUSINESS
- Resignations and Appointments to be Considered
There were no resignations or appointments to address at this meeting.
- Consideration of Granby Water Pollution Control Authority (GWPCA) Setting Sewer Use Rates for 2009-10
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to move Agenda item IV, B. to after the public hearing. Action is recorded below for continuity.
The Granby Water Pollution Control Authority held a public hearing this evening to receive comments on the proposed sewer rates for Fiscal Year 2009-10. No verbal or written comments were received.
ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (4-0-0) to recommend that the Sewer Authority is to charge a metered rate of $0.00285 per gallon used for fiscal year 2009-10. An amount of 1.5 times (82,500 gallons) the average residential user will apply to non-metered customers. An amount of 1.5 times (150,000 gallons) the average commercial user will apply to commercial non-metered users. An administrative fee of $35.00 will apply to any vacant property hooked up to the sewer or using less than 10,000 gallons per year.
- Consideration of Employee Agreement Ratification of Extension for Two Union Contracts)
Two Unions, Local 399 of Council 4, AFL-CIO (GMEA) and IBPO Local 581 (Police Union) voted in favor of extending their agreements for one year. Both agreements will begin negotiations in 2010.
ON A MOTION by Selectman Desrosiers, seconded by Selectman King, the Board voted unanimously (4-0-0) to ratify Local 399 of Council 4 and IBPO Local 581 agreements by extending the duration of each to June 30, 2010.
V. TOWN MANAGER REPORTS
- Budget Operations Report – April 2009
Town Manager Smith reported that collections are right in line with past years. Prior Years Taxes and Interest and Liens collected is more than expected.
Expenditures are mostly on target. An appropriation or transfer of funds will be needed to offset the depleted Department of Public Works General Maintenance account as a result of the many ice and snowstorms this past winter. Other Public Works accounts may also need transfers because of equipment repair costs and electricity.
Selectman Neumann questioned the 34% expensed from Fringe Benefits. Mr. Smith explained these funds will be spent by the end of the fiscal year and that most of the funds will be used for benefits.
Selectman Desrosiers questioned if, due to the referendums, the Election Services line would have adequate funds. Mr. Smith replied there would be enough money to cover the referendums, each costing approximately $5,000.
- Information Update Sewer Extension Along Canton Road
Town Manager Smith reported that detailed maps are completed and preliminary cost estimates are being worked on. Kevin Clark, Town Engineer, has deemed the project feasible and has moved into the design stage. The Planning and Zoning Commission has provided a positive recommendation on the project. Notes for a bid package have been started and information is being prepared for mailing to residents. This project is expected to go out to bid in August 2009, with the project under construction by October 2009 and completed by the end of November 2009. The total length of the project is approximately 2,600 feet and the existing number of homes eligible for hook-up is about 25. This project will require an informational public hearing and a public hearing on the assessments.
First Selectman Adams recessed the Board of Selectmen meeting at 7:24 p.m. in order to hold the public hearing.
The Granby Water Pollution Control Authority (GWPCA) reconvened as Board of Selectmen at 7:33 p.m.
VI. FIRST SELECTMAN REPORTS (John Adams)
- 2009 Summer Meeting Schedule
Selectman Adams passed around the summer meeting schedule. The meeting schedule for the summer will be completed based on this information.
- Announcements (Memorial Day Parade)
The Memorial Day Parade will be on Monday, May 25, 2009. A pamphlet of information was provided to Board members.
VII. SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann, and Christopher Kempf and Nicholas Moon, Student Liaisons)
Selectman King announced that the Farmington Valley Collaborative is proposing to organize a regional Agricultural Commission. The meeting will take place on May 20, 2009 at 8:00 a.m. in the Town Hall Meeting Room.
Selectman Desrosiers reported the Community Service Award recommendations have been made. There is an adult winner, a student winner, and five student nominees. These awards will be presented at the June 1st or 15th meeting.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (4-0-0) to adjourn the meeting at 7:40 p.m.
