BOARD OF SELECTMEN
MINUTES
JUNE 1, 2009

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager; and Student Liaison Nicholas Moon

  I.   PUBLIC SESSION

Prior to the start of tonight’s meeting, the Board of Selectmen held a reception to honor community volunteers.

Selectman Desrosiers opened tonight’s meeting by acknowledging and remembering Brooke Pielli, who worked on this committee since 1997.  She spoke with organizations and high school personnel seeking volunteers to honor.  She organized the nominee information and the meeting to identify the winners each year.  

First Selectman Adams indicated the public session portion would begin with the Community Service Awards presentation to thank and honor volunteers with plaques.  Categories included nominations for an adult and several youths.

Nominees for the teen category were Christopher Magoon, Jacqueline Goldie, Patrick Lowndes, David Schwegman, and Brianna Stock.  The winner in this category was Brianne Dixon.

The winner in the adult category was Christopher Perkins.

First Selectman Adams provided information on the volunteer activities of each of the Community Service Award nominees and winners.  

The presentations concluded at 7:55 p.m. and the Board of Selectmen called for a brief recess.  The meeting reconvened at 8:00 p.m.

No public addressed the Board.

 II.   MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (4-0-0), to approve the minutes of the regular meeting of May 18, 2009 as presented.  Selectman King had stepped out of the room.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted 4-0-1 with Selectman Judice abstaining, to approve the minutes of the public hearing of May 18, 2009 as presented.

III.   UNFINISHED OR TABLED BUSINESS

        No unfinished or tabled business was before the Board.


ON A MOTION by Selectman Neumann, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to add Item D – Letter from Citizens for a Better Granby to the Agenda.

IV.    BUSINESS

  • Resignations and Appointments to be Considered
There were no resignations or appointments to address at this meeting.

  • Consideration of Holcomb Farm Board of Directors Appointments and Endorsements
A letter was received from Eric Lukingbeal, President, Board of Directors of Holcomb Farm submitting names for re-appointments and re-endorsements of Directors and the appointment and endorsement of newly elected Directors.  

ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (5-0-0) to approve the re-endorsement of Marty Council and Jenny Lopez and the re-appointment of Jill Ford and Whitey Johnson for three-year terms, which will expire June 2012.

Selectman Desrosiers moved to approve the appointment of Nicole Bernabo, Bill Bentley Els Fonteyne, and Lynette Simpson for three-year terms, which will expire June 2012.  Selectman King seconded the motion.  Selectman Desrosiers moved to amend his motion that Lynette Simpson’s position is an endorsement for three years.  Selectman King seconded the amendment.  The Board then voted unanimously (5-0-0) to approve the motion and the amendment.

  • Consideration of Funding Screening Plant, Household Hazardous Waste Collection, and Purchase of Composting Bins
Town Manager Smith explained the necessity of purchasing a screening plant to be used at the transfer station to make compost to use to top dress our athletic fields.  The return on the investment is three to four years, which is part of our effort to continue our organic lawn care program.  The cost for this would be $60,400.

The Household Hazardous Waste Collection Day is an annual event, which is strongly supported by our Conservation Commission.  The town’s share is $9,500.

The town encourages household composting by subsidizing the purchase of compost bins, which would be purchased for $52 and sold at Public Works for $25.  Approximately 100 bins are sold each year.  It is suggested the town purchase 320 bins, at a cost of $16,640, to be sold to the public.  An increase in purchases for composting bins by residents is anticipated, due to the coming change in our recycling and trash program.  

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve an appropriation of $60,400 for the purchase of the Screening Plant, an appropriation of $9,500 for this year’s Household Hazardous Waste Collection Day, and an appropriation amount of $16,640 for the purchase of 320 composting bins from the Solid Waste Fund.
  • Consideration of a Request to Allow Beer and Wine at a Picnic at Salmon Brook Park
A letter was received from the Citizens for a Better Granby asking for permission to allow beer and wine to be served at their annual picnic at Salmon Brook Park on June 18th.  The letter stated approximately 30–50 people would attend.  Selectman Desrosiers questioned if there were any other activities happening at the park at that time.  He wanted to raise awareness of possible heightened risk.

ON A MOTION by Selectman King, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve the request to allow beer and wine to be served at the Citizens for a Better Granby annual picnic at Salmon Brook Park on June 18th.  

   V.   TOWN MANAGER REPORTS

Town Manager Smith provided a brief progress report on the Canton Road Sewer Project.  A map of the area, showing the approximate 30 houses affected, was on display this evening.  Burleigh Drive doesn’t seem to be affected, but a stub would be put there for possible future extension of the sewer line.  A preliminary cost estimate of $360,000 has been determined and it is hoped that construction will start this fall.  Details on payments are still being looked at.  It was noted that a wetlands permit will be necessary for this work.  Traffic control during construction was also questioned.  

  VI.   FIRST SELECTMAN REPORTS (John Adams)

First Selectman Adams mentioned it will be necessary to have a meeting on June 15th and July 20th.  The July 6th meeting will probably be cancelled.  

 VII.   SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, Frank Judice, & Mark Neumann, and Christopher Kempf and Nicholas Moon, Student Liaisons)

Selectman Desrosiers reported the Memorial Day Parade was a success.  He also mentioned that the Marquis of Granby is holding a 40th Anniversary Muster Celebration on October 3, 2009.  There will be a parade that morning with events at Salmon Brook Park all day.  A Torchlight Parade will close the events that evening.  

VIII.   ADJOURNMENT

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:21 p.m.
