BOARD OF SELECTMEN
MINUTES
JUNE 15, 2009
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.
PRESENT: John Adams, Ronald Desrosiers, Frank Judice (by phone), and William F. Smith, Jr., Town Manager
I. PUBLIC SESSION
Jim Glenney, 33 Glen Road, asked for information regarding the town contributing to the development rights of the Bushy Hill Orchard. Town Manager Smith said information on this matter would be given later at this meeting.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (3-0-0), to approve the minutes of the regular meeting of June 1, 2009 as presented.
III. UNFINISHED OR TABLED BUSINESS
No unfinished or tabled business was before the Board.
IV. BUSINESS
A. Resignations and Appointments to be Considered
There were no resignations or appointments to address at this meeting.
B. Consideration of Transfers to Suspense
The Tax Collector provided a list of unpaid taxes in the amount of $20,330.59 and recommended they be transferred to the Suspense Book. Once this is approved, a copy will be forwarded to the Board of Finance for their information.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Judice, the Board voted unanimously (3-0-0) to transfer $20,330.59 to the Suspense Book as recommended by the Collector of Revenue. Taxes remain due and collectible even though transferred to the Suspense Book.
Selectman Judice left the meeting at 7:44 p.m.
C. Consideration of Fiscal Year 2009 Transfer of Accounts
No account transfers will be necessary at the end of this Fiscal Year. Transfers were expected for Public Works, but due to the efforts of Public Works Director James Klase and Administration Finance Officer Barbarajean Scibelli this will not be necessary.
V. TOWN MANAGER REPORTS
A. Budget Operations – May 2009
Town Manager Smith reviewed the May Budget Operations report at this time. He stated the collection rate is good and revenues are strong. The town will return in excess of $100,000 from expenditures to the General Fund.
B. Canton Road Sewer Extension Update
Town Manager Smith provided a progress report on the Canton Road Sewer Project. Information is being gathered to present at a public meeting in late July or early August. The preliminary cost for the project is $400,000. He continued by reviewing the number of houses and lots affected and the assessment fee of approximately $13,300/per home and how it will be paid. Presently, there is no need for sewers on Burleigh Drive, but a stub will be put on both sides for further use if necessary. Planning and Zoning has commented favorably towards this project and it is almost ready to go to the Inland Wetlands and Watercourses Commission. Selectman Desrosiers asked if information would be provided to the public in writing. Town Manager Smith said yes. There will also be a formal Sewer
Assessment Public Hearing at the end of the project.
First Selectman Adams said the informational meeting should be held at the second Board of Selectmen meeting in July or the first meeting in August. He thinks the July meeting would be best, if possible. Residents affected will be notified and provided with information regarding this project, prior to the meeting.
VI. FIRST SELECTMAN REPORTS (John Adams)
First Selectman Adams reported an announcement by the Granby Land Trust. They are looking to purchase development rights for an agricultural property, as was done with the Davis farm. The State of Connecticut program would allow for the state, town, and other parties to purchase the development rights for Bushy Hill Orchard in order to preserve the agricultural right to this property. This is a 70-acre orchard owned by Harold and Nora Law. The state would contribute ($292,000), the town ($80,000) and Granby Land Trust ($80,000) to preserve this property as farmland, ensuring it will not be developed. First Selectman Adams also stated Rick Orluk, President of the Granby Land Trust, would be glad to attend a Board of Selectmen meeting to answer any questions.

VIII. ADJOURNMENT
First Selectman Adams adjourned the meeting at 7:56 p.m.
