BOARD OF SELECTMEN
MINUTES
OCTOBER 5, 2009
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:55 p.m.
PRESENT: John Adams, Ronald Desrosiers, B. Scott Kuhnly, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager
I. PUBLIC SESSION
Gerry Palmer, a Canal Road resident, wanted to continue the efforts of the Canal Road residents’ complaint in regard to the motorbike noise issue. She stated she has had favorable communications with Fran Armentano, Director of Community Development, and Bill Volovski, Building Official and Zoning Enforcement Officer. Another town resident from Salmon Brook Street spoke in favor of a noise ordinance. She noted all the health issues that could be attributed to being around loud noises. Some residents from the Notch Road area spoke of problems they have had for years with the same motorbike riding noise. They said their quality of life is diminished because of the constant noise from the motors. The Selectmen were invited to sit in his yard on Wednesday nights to hear what they have
to live with. First Selectman Adams indicated that the Board will look into this issue. Gerry Palmer submitted a sample noise ordinance to First Selectman Adams and hoped the Selectmen would give it careful consideration.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of September 21, 2009 as presented.
III. UNFINISHED OR TABLED BUSINESS
A. Review Pond House Condition
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to table this business until the next meeting.
B. Transfers of Properties
Town Manager Smith reported that everything is in place regarding the transfer of property between the Town of Granby and South Congregational Church. The next step is to proceed with signing the Deed.
IV. BUSINESS
A. Resignations and Appointments to be Considered
No resignations or appointments were received.
B. Consideration of Approval for Second Subregistrar Appointment
The 2009 legislature passed an act containing revisions to the statues governing vital records. Town Manager Smith read the revision under Public Act 09-232, Section 8, which states the town registrar of vital statistics has authority to appoint not less than two subregistrars. As Granby currently has only one subregistrar, the Town Clerk has appointed John C. Carmon, 301 Country Club Road, Avon, Ct. as a second subregistrar. The appointed subregistrars have the authority to issue burial removal or cremation permits when the office of the registrar is closed.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve the appointment of subregistrar John C. Carmon.
C. Consideration of Board (Granby Water Pollution Control Authority) Action on Canton Road Sewer Extension Construction Project
First Selectman Adams recessed the Board of Selectmen meeting to convene as the Granby Water Pollution Control Authority at 8:17 p.m.
The Granby Water Pollution Control Authority was called to order at 8:17 p.m.
Selectman King stated the bid price received for this project is a good deal. Selectman Desrosiers stated it would be fiscally irresponsible not to take advantage of this bid price at this time. The fact that it is a necessary project and there are some residents that are experiencing a hardship without usable septic systems, now is the time to go forward.
ON A MOTION by Selectman King, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to proceed with the sewer extension project.
ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to adjourn the meeting of the Granby Water Pollution Control Authority at 8:21 p.m.
The Board reconvened its regular meeting at 8:21 p.m.
V. TOWN MANAGER REPORTS
A. Budget Operations Report – June 2009
Town Manager Smith reported that Granby had a favorable year.
Revenues and expenditures added significantly to the town’s fund balance. We were approximately $20,000 short on state grants for their adopted 2009-10 budget, but in the overall picture that wasn’t too bad. All things considered, we did well.
Things are moving along with this year’s budget. Selectman Desrosiers asked about the new accounting software program. Town Manager Smith reported it has been very time consuming, for the Finance Department, learning the new system. It seems to be coming along with no major glitches. All departments are now creating purchase orders on line and it is a learning experience for everyone.
VI. FIRST SELECTMAN REPORTS (John Adams)
A. 2009-2010 Student Liaison
First Selectman Adams reported two Student Liaisons have been chosen for this year. Nicholas Moon, who served last year, is returning and new Student Liaison Nick Ohannessian.
First Selectman Adams reported that CRCOG has been doing some studies on regionalism that would help municipalities save money. Also mentioned was a software program that would enable contractors to apply for building permits online, something the town might be interested in.
There was further discussion regarding the noise issue on Canal Road and Notch Road and the need for the Zoning Enforcement Officer to inspect the areas. They need to talk to other communities that have a noise ordinance and find out how they can regulate the issues of motor bikes, snowmobiles etc. in addition to the noise problem.

ON A M0TION by First Selectman Adams, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:42 p.m.
