BOARD OF SELECTMEN
MINUTES
MAY 17, 2010
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:33 p.m.
PRESENT: John Adams, Ronald Desrosiers, Sally King, B. Scott Kuhnly, Mark Neumann, and William F. Smith, Jr., Town Manager; and Student Liaison Nicholas Moon
I. PUBLIC SESSION
Presentation of Community Service Awards.
Prior to the start of tonight’s meeting, the Board of Selectmen held a reception to honor community volunteers.
First Selectman Adams opened tonight’s meeting indicating the public session portion would begin with the Community Service Awards presentation to thank and honor volunteers with plaques. Categories included nominations for teens and adults.
Nominees for the teen category were Hanna Lindeyer, Katherine Kelleher, Sara Prussing, Elizabeth Markee-Behrens, and Dylan Grote. The winner in this category was Samuel Hall.
Nominees for the adult category were Howard Berg and Rose Stone. The winner of this category was Allen S. Christensen.
A special Community Service Award was given posthumously to Brooke Pielli, and received by her daughter Sloane Pielli.
First Selectman Adams provided information on the volunteer activities of each of the Community Service Award nominees and winners.
The presentations concluded at 8:00 p.m. and the Board of Selectmen called for a brief recess to conduct a public hearing.
The Granby Water Pollution Control Authority began their Public Hearing at 8:05 p.m. and adjourned at 8:12 p.m
The Board of Selectmen reconvened their meeting at 8:12 p.m.

II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of May 3, 2010 as presented.
III. UNFINISHED OR TABLED BUSINESS
No unfinished or tabled business was before the Board.
V. BUSINESS
A. Resignations and Appointments to be Considered
There were no resignations or appointments to address at this meeting.
B. Consideration of Granby Water Pollution Control Authority (GWPCA) Setting Sewer Use Rates for 2010-2011
The Granby Water Pollution Control Authority held a public hearing this evening to receive comments on the proposed sewer rates for Fiscal Year 2010-2011. There was one comment addressed and no written communications were received.
ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Granby Water Pollution Control Authority voted unanimously (5-0-0) to set the sewer use rates for residential users at a minimum of $120.00 per year for the cost of the average residential gallons used per year (55,000 gallons); commercial/industrial users will be charged a minimum of $170.00 per unit for up to 100,000 gallons used per year. All gallon usage (residential and commercial/industrial) above the minimum will be charged $.003 per gallon.
C. Consideration of Transfer to Suspense
Due to people moving away, property foreclosures, undeliverable mail, and deaths, the Tax Collector has a list of potentially uncollectible taxes that is recommended to be transferred to the Suspense Book. The amount to be transferred is $19,982.57. Taxes due on the list remain collectible if the parties can be found and made to pay. Selectman Desrosiers asked if a delinquent taxpayer moves back to the state and tries to register a car with Motor Vehicle, will they be responsible to pay the back taxes first. The answer was yes.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to approve the transfer of $19,982.57 to be moved to the Suspense Book.
V. TOWN MANAGER REPORTS
A. Budget Operations Report – April 2010
Town Manager Smith reported current year tax collections seem to be pretty much even with previous years. Collection of previous years’ taxes is better than expected. Education Cost Sharing is still waiting for the balance of the final payment. Revenues for short-term investment earnings are a big concern. It is hoped that the shortfall will be made up in other areas. Overall we are in pretty good shape with only two months to finish this fiscal year.
VI. FIRST SELECTMAN REPORTS (John Adams)
A. 2010 Summer Meeting Schedule
It was determined that there would most likely not be meetings on June 21, 2010, and July 6, 2010 for lack of a quorum.
B. Announcements (Memorial Day Parade)
The Memorial Day Parade will take place on Monday, May 31, 2010 starting at 10:00 a.m. from Geissler’s parking lot. The speaker this year will be Rosemarie Weber.
First Selectman Adams reviewed items that were discussed at the latest CRCOG meeting. One item in particular was the Legislature forgetting to pass the extension of the real estate conveyance tax bill. It was reported they will come back into session to make sure that it is passed. Another item was that Connecticut Resource Recovery Authority (CRRA) is proposing to introduce a five year contract on solid waste collection for consideration by municipalities.
VII. SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, B. Scott Kuhnly, & Mark Neumann, and Nicholas Moon and Nicholas Ohannessian Student Liaisons)
Selectman King reported that single stream recycling now accepts plastics with numbers 1-7.
Selectman Kuhnly asked who funds the Dog Park. The Dog Park Committee does the funding. He commented that there are always many cars there from Massachusetts. It is a very popular spot.
It was reported that the Granby Middle School was awarded the Connecticut Middle School of the Year Award.
Student liaison Nicholas Moon reported the passing of former high school teacher Barbara Kelco. She will be sadly missed.

ON A M0TION by First Selectman Adams, seconded by Selectman Desrosiers, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:42 p.m.
