BOARD OF SELECTMEN
MINUTES
JUNE 7, 2010
The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:33 p.m.
PRESENT: John Adams, Ronald Desrosiers, Sally King, B. Scott Kuhnly, Mark Neumann, and Barbarajean C. Scibelli, Administration Finance Officer and Student Liaison Nicholas Moon
I. PUBLIC SESSION
First Selectman Adams presented plaques in recognition of Student Liaisons’ service to the town for FY 2009-2010 to Nicholas Moon and for Nicholas Ohannessian, who was unable to attend. Nicholas Ohannessian is a Senior and will be attending Syracuse University in the fall. Nicholas Moon has served two terms as a Student Liaison. He is a Junior and his goal is to attend the Coast Guard Academy after graduating high school.
II. MINUTES OF PRECEDING MEETING
ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to approve the minutes of the regular meeting of May 17, 2010, as presented.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to approve the minutes of the Granby Water Pollution Control Authority public hearing of May 17, 2010 as presented.
III. UNFINISHED OR TABLED BUSINESS
No unfinished or tabled business was before the Board.
IV. BUSINESS
- Resignations and Appointments to be Considered
ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to appoint Patricia (Pam) M. Jones (D), 43 Day Street South, to fill a vacancy on the Library Board. Her term will expire January 14, 2013.
- Holcomb Farm Executive Director Update on Farm’s Activities
Director Jim Lofink reported to the Board the changes that have taken place at Holcomb Farm in the last year. There has been the integration of the CSA farming operation, realignment of education programs, the addition of new crop fields, cage free chicken coops, pig fields, and tomato hoop houses. The continuation of the farm being a community resource, all leads to increased value for the town. First Selectman Adams thanked Mr. Lofink for his report. Selectman Kuhnly asked about the 4H program and Mr. Lofink responded that they have started monthly meetings this winter and will do more and more as time goes on. Also, the sale of eggs and other farm products are available.
- Celebrate Granby 225 Steering Committee Update of Activities
Co-chairman, Ned Allen reported the sale of Celebrate Granby 225 merchandise is well underway. There are coffee mugs, stuffed bears, puzzles, ornaments, and car magnets that were for sale at the Memorial Day parade and will be available at other events, as well as at Windsor Federal Savings Bank. In the works is a calendar featuring Granby artists and a DVD tour of the Town of Granby. A Super Platinum sponsorship was awarded to Windsor Federal Savings Bank for their donation of $10,000 to help fund the celebration, which will go towards the cost of fireworks. Other fundraising activities include an antique appraisal day, which raised $1,500. In the planning stages are a comedy night, Italian night with a spaghetti dinner, ice skating party, and other things throughout the year and into 2011.
- Consideration of Funding for Fuel Island Repairs or ReplacementDirector of Public Works, James Klase reported he has been notified by the State Department of Environmental Protection that modifications and improvements to the fuel island must take place as soon a possible. They have two choices, either make repairs to the tanks and piping, or remove them and replace with above ground vaults. The in-ground tanks are 23 years old and to bring them up to current code compliance would cost $4,500 - $5,000. Also, there is rust in tanks 1 and 2. Tank 1 will be flushed when repairs are made and tanks 2 and 3 will need to be inspected and possibly flushed at a later date at a cost of approximately $1,000 per tank. Each new pump and dispenser is approximately $5,000 installed. The projected maintenance and repair costs
for the fuel island over the next three to five years are $17,000 - $18,000.Mr Klase has investigated replacing the existing system with an above ground fuel vault. The advantages to this system include: reduced DEP regulations and inspection costs, 30-year life span, portability of the system, and minimum maintenance costs. The cost to remove the old system and install the new would be approximately $45,000 - $50,000.Selectman Desrosiers questioned if the money has been set aside for this project, and it was explained that since the wash bay project was put on hold, the money could come from that fund. The wash bay project is still considered a high priority. Although with the addition of improvements to include some school facility needs, it will require significantly more funding than the original $125,000 that was estimated for the wash bay.With major capital projects expected to remain on hold for several more years, the fuel island replacement is
suggested, using funding transferred from money originally established for the wash bay addition. ON A MOTION by Selectman Kuhnly, seconded by Selectman King, the Board voted unanimously (5-0-0) to approve the amount not to exceed $50,000 be made available from the wash bay project for the replacement of the fuel island at the public works facility.
Selectman Desrosiers asked who would be doing the work. The Public Works Department and outside contractors would do the work. Mr. Klase also reviewed information in regard to bridges on Meadow Brook Road and Northwoods Road that were evaluated by the State Department of Transportation and said to be in need of repair. He is aware of their status and will address them as needed. There is a newer procedure available for repairing bridges and that is being carefully reviewed and may be used for the Meadow Brook Road bridge this summer and for Northwoods in the future.
Student Liaison Nicholas Moon asked if the salt storage is near the fuel tanks and could the residue in the air have any effect on them. The salt is housed nearby in a covered barn and yes it does have some effect on the fuel pumps. There is some rusting of the sheet metal on the exterior casing of the pumps. There is only water corrosion on the inside of the tanks.

V. TOWN MANAGER REPORTS
- Library Operation Hours Beginning July 1st
The Library Board and Director of Library Services, Joan Fox have adopted the following schedule for our libraries to take effect July 1, 2010. The reduced schedule is due to budget cuts for FY 2011.

Barbarajean C. Scibelli, Administration Finance Officer, reported tax collections are on track. Special Education Excess will have a final revenue payment to be received in June. This account will not meet the budgeted amount because a student has left the system. However, on the expenditure side, there will be a savings so the item will be a wash. Budget operations shows a slight excess in collections for Town Clerk Fees, Planning and Zoning application permit fees, and Bulky Waste and Recycling. Short-term investments are still coming up short of the projected numbers for this year. The recent storm over the weekend resulted in some unexpected overtime for Public Works crews. Overall, we are doing well as we come to the end of the fiscal year and no transfers are expected.
VI. FIRST SELECTMAN REPORTS (John Adams)
- Announcement of Cancellation of Board of Selectmen meeting on June 21st
First Selectman Adams reported there will not be a regular meeting for June 21, 2010 and the next meeting will be on Tuesday, July 6, 2010. There will not be a quorum for meetings on July 19th, August 2nd, and August 16th therefore the next regular meeting following July 6th will be Tuesday, September 7, 2010.
First Selectman Adams wanted to remind the public that this Saturday, June 12, 2010 is Celebrate Granby Day at Salmon Brook Park. This event is sponsored by the Granby Chamber of Commerce.
ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to add agenda item IV. E. Discussion of Real Estate Matters, and to reorder the agenda, placing item IV. E. to be discussed during closed session.

VIII. ADJOURNMENT
The meeting recessed to closed session at 8:33 p.m.

First Selectman Adams called the executive session of the Board of Selectmen to order at 8:35 p.m.

The purpose of the meeting was to review real estate matters.
First Selectman Adams closed the executive session at 8:39 p.m.

ON A MOTION by Selectman King, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:40 p.m.
