BOARD OF SELECTMEN
MINUTES
FEBRUARY 22, 2011

The regular meeting of the Board of Selectmen was called to order by First Selectman John Adams at 7:30 p.m.

PRESENT:        John Adams, Ronald Desrosiers, B. Scott Kuhnly, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

   I.   PUBLIC SESSION

No public addressed the Board.

 II.   MINUTES OF PRECEDING MEETING

ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted 4-0-1 (abstention Selectman Desrosiers) to approve the minutes of the regular meeting of February 7, 2011 as presented.

 III.   UNFINISHED OR TABLED BUSINESS
        
No unfinished or tabled business was before the Board.

 IV.   BUSINESS

A.      Resignations and Appointments to be Considered

It was noted that two resignations have been received.  Michael L. Lengvarsky (R) and Joseph J. Zafian (R), both from the Conservation Commission.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to reappoint the following:

Michelle A. Niedermeyer  (D), 127 Silkey Road, to the Agricultural Commission.  Ann E. Wilhelm (D), 329 North Granby Road, to the Agricultural Commission.  
Their terms will expire January 12, 2015.

Neil W. Kraner (D), 19 Glen Road, to the Commission on Aging.  Bruce Sullivan (D), 21 Kelly Lane, to the Commission on Aging.  
Their terms will expire January 14, 2013.

Judy A. Goff (D), 6 Douglass Drive, to the Library Board.  Ms. Goff’s term will expire January 13, 2014.

Kathy D. Ungerleider (D), 12 Strawberry Fields, to the Park and Recreation Board.  Suzanne L. Yucha (D), 32 Buttles Road, to the Park and Recreation Board.  
Their terms will expire January 14, 2013.

ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to appoint Joanne R. Desrosiers (D), 16 Halwood Drive, to the Commission on Aging.  Ms. Desrosiers’ term will expire January 14, 2013.  She will fill a vacancy created by Mary Keating, who chose not to be reappointed.

B.      Review of Board of Selectmen 2011-12 Budget Workshop Dates

First Selectman Adams reported there is a conflict with the previously scheduled workshop dates.  The workshop scheduled for March 10, 2011 has been changed to March 14, 2011.  The workshop scheduled for March 14, 2011 has been changed to March 15, 2011.  All workshops will begin at 6:00 p.m. in the Town Hall Meeting Room.

C.      Discussion of Personnel Matters

ON A MOTION by Selectman Desrosiers, seconded by Selectman Neumann, the Board voted unanimously (5-0-0) to reorder the agenda, placing item IV. C. to be discussed during closed session following Selectmen Reports.

  V.   TOWN MANAGER REPORTS

A.      Budget Operations Report – January 2011

Tax collections were reported to be slightly higher in January, most likely because of the 31st being on a Monday.  We also received a little more revenue from the Boat Grant from state registration records.  The biggest concern right now is the dwindling General Maintenance account.  There is $14,000 left in that account, which covers overtime for snowplowing.  Although paperwork was submitted, it is not yet known if we will get reimbursement from FEMA to help defray the cost of major storms we’ve had.  Everything else is where it should be at this time of year.

 VI.   FIRST SELECTMAN REPORTS (John Adams)

A.      Girl Scouts of the USA Proclamation

First Selectman Adams read a proclamation in honor of the Girl Scouts of the USA.  The week of March 6, 2011 has been declared Girl Scout week.

First Selectman Adams reported that there are 20 towns signed up with the Central Connecticut Solid Waste Authority (CCSWA).  They are in the request for qualifications phase right now and have received seven responses, one of them being from CRRA.  They will be doing interviews shortly and then follow up with requests for proposals from the top two or three.  There will be more updates as time goes on.

The Governor’s proposed budget was mentioned and it was reported to look favorable for municipalities, although it is not yet a done deal.

VII.    SELECTMAN REPORTS (Sally King, Vice Chairman, Ronald Desrosiers, B. Scott Kuhnly, & Mark Neumann)

No reports.

VIII.   ADJOURNMENT

ON A MOTION by Selectman Desrosiers, seconded by Selectman Kuhnly, the Board voted unanimously (5-0-0) to recess to closed session.  The meeting recessed to closed session at 7:50 p.m.

CLOSED SESSION

First Selectman Adams called the executive session of the Board of Selectmen to order at 7:52 p.m.

PRESENT:        John Adams, Ronald Desrosiers, B. Scott Kuhnly, Sally King, Mark E. Neumann, William F. Smith, Jr., Town Manager, David Watkins, Police Chief; and David Bourque, Police Captain

The purpose of the meeting was to discuss personnel matters.  Chief Watkins and Captain Bourque were asked to leave at 8:15 p.m.   Further discussion on other personnel matters then took place.    

The executive session adjourned at 8:24 p.m.

The regular meeting of the Board of Selectmen was reconvened at 8:24 p.m.

There being no further business to come before the Board, by MOTION of B. Scott Kuhnly, seconded by Mark E. Neumann, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:25 p.m.
