TOWN OF GRANBY
SPECIAL TOWN MEETING
FEBRUARY 7, 2011


Electors and citizens qualified to vote in Town Meetings are hereby warned that a Special Town Meeting will be held in the Town Hall Meeting Room, 15 North Granby Road, Granby, Connecticut at 8:00 p.m. on Monday, February 7, 2011 for consideration of the following resolution:

BE IT RESOLVED that upon recommendation of the Board of Selectmen and the Planning and Zoning Commission, the following be accepted as a town road:

Powder Mill Lane, which begins at the intersection of Loomis Street, and extends approximately 2,000 feet to a cul-de-sac.  The road is as specifically shown on map # 2461-1 located in the Office of the Granby Town Clerk and known as “Powder Mill” Final Phase, Loomis Street and Powder Mill Lane Granby, CT dated 4/02 and as revised to 1/29/03.

Dated at Granby, Connecticut, this 24th day of January 2011.

The warning was duly signed by all the members of the Board of Selectmen.

TOWN MODERATOR, William J. Simanski, called the Town Meeting to order at 8:00 p.m. and introduced himself.  He then reviewed the requirements for voting this evening and also reviewed the purpose of tonight’s meeting.  

MODERATOR Simanski then called on the Town Clerk, Karen I. Hazen, to read the call as recorded on page 220.

Town Manager Smith stated the efforts to acquire and complete the construction of this road were unusual.  The original developer declared bankruptcy in 2008.  We do own the property and it needs to be accepted as a town road.

The RESOLUTION was introduced by Selectman Neumann, seconded by Selectman King, as recorded on page 220.

MODERATOR Simanski called upon Francis Armentano, Director of Community Development to give some background on this road.  The original developer declared bankruptcy in 2008.  The town asked for the deed to the road and the deed was filed to take ownership.  The town has since finished construction of the road.

MODERATOR Simanski asked if there were any questions.  Town resident Jim Glenny wanted to know how this was funded.  Did the taxpayers pay for this?  Mr. Armentano responded there was a cash bond put in place by the developer in accordance with town regulations.  In the event of a situation such as this, the town could make sure the project would be paid for and completed.

There were no other comments.

MODERATOR Simanski then called for a voice vote.  The vote was unanimously in favor of passing the RESOLUTION.

RESOLUTION APPROVED.

There were no more questions from electors and MODERATOR Simanski thanked everyone for participating.  

There being no other business to come before the Town Meeting, MODERATOR Simanski adjourned the meeting at 8:08 p.m.
