TOWN OF GRANBY
SPECIAL TOWN MEETING
TUESDAY, JANUARY 2, 2007
Electors and citizens qualified to vote in Town Meetings are hereby warned that a Special Town Meeting will be held in the Senior Center Youth Services Community Room at 15 North Granby Road, Granby, Connecticut at 8:00 p.m. on Tuesday, January 2, 2007 for consideration of the following resolution:
BE IT RESOLVED that in accordance with Section 10-153d(b) of the Connecticut General Statutes, the AGREEMENT BETWEEN THE GRANBY ROAD OF EDUCATION AND THE GRANBY EDUCATION ASSOCIATION, dated July 1, 2007 – June 30, 2010, which was filed with the Town Clerk on December 5, 2006, be rejected.
Dated at Granby, Connecticut, this 18th day of December 2006.
The warning was duly signed by all of the members of the Board of Selectmen.
TOWN MODERATOR, Donald Wilmot, called the Town Meeting to order at 8:00 p.m., thanked everyone in attendance for coming this evening and wished everyone a Happy New Year. He then reviewed the requirements for voting this evening and also reviewed the purpose of tonight’s meeting.
MODERATOR Wilmot then called on the Town Clerk, Carol J. Smith, to read the call as recorded on page ________.
The RESOLUTION as recorded on page ________, was introduced by William J. Simanski and duly seconded.
The Board of Education started off tonight’s proceedings with a presentation by Board of Education member Matthew Wutka. He introduced the negotiating team for both the BOE and GEA. The Board of Selectmen made the decision to send this item to a Town Meeting for action at their December 18, 2006 meeting.
Mr. Wutka stated there were three primary goals in the negotiations and they were salaries, benefits and the over all day-to-day operations of the schools.
He reviewed premium sharing increases for each of the three years, health saving accounts, dental premium sharing, salary increases, medical costs, development of summer curriculum, restructuring of the athletic and enrichments stipends, non-monetary language changes and concluded by urging the residents in attendance to support and approve this contract.
John Adams, First Selectman, was the next presenter speaking on behalf of the Board of Selectmen. He stated the Board of Selectmen wished to extend their thanks to the Board of Education for their work on this contract. He stated the Board of Selectmen has reviewed the contract and voted to support the contract as well as the Board of Education for their efforts.
He reviewed the three choices available to the Board of Selectmen. They were, do nothing and the contract would automatically be approved after thirty days, they could vote to approve the contract or send it to Town Meeting for voter approval. They chose the last of the three options.
He continued stating the agreement does a lot to assure the young people of Granby will receive a quality education and he urged the residents to support the contract and vote not to reject the contract.
Michael B. Guarco, Jr., Chairman of the Board of Finance, addressed the meeting next. His remarks covered legislation in place and work being done to change current legislation, the budget and taxes, state wide increases in energy cost which have significant impact on all residents, the possibility of problems passing the Annual Budget in the future and the efforts the Town government is making to manage the fiscal responsibilities of the Town of Granby.
MODERATOR Wilmot then opened the meeting to questions and/or comments.
Approximately one dozen residents addressed the Town Meeting. There were a couple of negative comments but for the most part the residents urged support of the contract.
There were no additional comments and MODERATOR Wilmot called for a vote by secret ballot.
The results of the voting were tallied by the Registrars of Voters and announced by MODERATOR Wilmot. Seventy-five voted in favor of approving the contract and seventeen voted to reject the contract. The RESOLUTION was approved.
There was no other business to come before the Town Meeting. MODERATOR Wilmot declared the meeting adjourned at 9:10 p.m.
