TOWN OF GRANBY
SPECIAL TOWN MEETING
FEBRUARY 2, 2009
Electors and citizens qualified to vote at Town Meetings of the Town of Granby are hereby warned that a Special Town Meeting will be held in the Town Hall Meeting Room 15 North Granby Road, Granby, Connecticut on Monday, February 2, 2009 at 8:00 p.m. for the purpose of considering and acting upon the following resolutions:
- BE IT RESOLVED that upon recommendation of the Board of Selectmen and Planning and Zoning Commission, the Town of Granby, approves the discontinuance of the road known as Weed Hill Road from its intersection with Broad Hill Road to its terminus in its entirety approximately 1,373 feet.
- BE IT RESOLVED that upon recommendation of the Board of Selectmen and Planning and Zoning Commission, the Town of Granby, approves the discontinuance of a portion of Broad Hill Road as public highway. Said portion of discontinuance to be at a point where the southern property line of property located at 25 Broad Hill Road meets Broad Hill Road and extending westerly to a point where the southern property line of Cone Mountain intersects with Broad Hill Road, a distance of approximately 8,260 feet. With the discontinuance of this portion of Broad Hill Road, the town reserves such rights to the town and to the public as may be reasonably necessary to construct and maintain a bridle path, pedestrian walk or bicycle path as may be reasonably necessary in accordance with Section 13a-141 of the Connecticut General Statutes.

The warning was duly signed by a majority of the members of the Board of Selectmen.
TOWN MODERATOR, Donald Wilmot, called the Town Meeting to order at 8:00 p.m. and introduced himself. He then reviewed the requirements for voting this evening and also reviewed the purpose of tonight’s meeting.
MODERATOR Wilmot then called on Town Clerk Karen I. Hazen to read the call as recorded on page 182.
The 1st RESOLUTION was introduced by Selectman King and seconded by Selectman Desrosiers, as recorded on page 182.
First Selectman Adams commented there were substantial discussions at the Board of Selectmen meetings in regard to discontinuing Weed Hill Road. It would be a major cost to the town to repair and keep open, and it is not a necessary road.
Town Manager Smith stated the abutting properties have been turned over to McLean Game Refuge and they are agreeable with the discontinuance of Weed Hill Road.
Two Granby residents inquired about the Weed Hill Road bridge, its condition and who will be responsible for its repair. Town Manager Smith responded to their questions indicating that he owners, McLean Game Refuge, will become responsible. .
There were no other comments from the public.
MODERATOR Wilmot then called for a voice vote. There were two votes of opposition. The vote was in favor of the Resolution.
RESOLUTION APPROVED
The 2nd RESOLUTION was introduced by Selectman King and seconded by Selectman Desrosiers, as recorded on page 182.
First Selectman Adams addressed electors by providing some background information on the portion of Broad Hill Road that is to be voted on for discontinuance. He stated there are no tax paying residents on this road. Mr. Charles Carpenter and his brother have retained life use of the land they sold to McLean Game Refuge, and he wants to continue to access his cabin and the pond area that he is responsible to maintain. Because of the liability issues and the cost of repair to keep the road open, the town would like to maintain it as a bridle path for horses, bikes, and pedestrians. The town would not deny his access, but it would not remain a thru road. The town would provide reasonable maintenance.
Several residents commented on the issue of the road and were disappointed with the town’s decision to discontinue a portion of Broad Hill Road. They felt it should be kept open for all to use.
There were no other comments from the public.
MODERATOR Wilmot then called for a voice vote. Whereas it could not be determined by a voice vote, MODERATOR Wilmot then called for a hand vote. There were 5 votes of opposition, and 14 votes of approval.
RESOLUTION APPROVED
There was no other business to come before the Town Meeting. MODERATOR Wilmot declared the meeting adjourned at 8:52 p.m.
