TOWN OF GRANBY
STORAGE AND VEHICLE WASH BAY COMMITTEE
MEETING
October 8, 2008

Chairman Jim Lofink called the meeting of the Storage and Vehicle Wash Bay Committee to order at 7:05 p.m.  

Present:  Jim Lofink, Jim Sansone, Dan Pizzanello, and Bill George
Ex-officio members:  Mark Neumann and Ed Ohannission
Others:  Jeffrey Alberti, Weston & Sampson Engineers, Inc. and Jamie Klase, Public Works Director (arrived at 7:40 p.m.)

MINUTES

ON A MOTION by J. Sansone, seconded by D. Pizzanello, the Committee voted (4-0-0) to approve the minutes of the October 1, 2008 meeting, with one correction.  Under New Business, bullet point:  The BOE has stated – second sentence reads: The do however …. The word The, should be “They”.

OLD BUSINESS

There will be a Board of Selectmen workshop on October 27, 2008.  This committee and the GAFLAC committee will present their reports.  This committee could ask to present their report to the Board of Selectmen at their October 20th meeting.

NEW BUSINESS

Jeff Alberti, Weston & Sampson Engineers, Inc. showed a presentation of plans and costs.  

This included:
·       Square footage of the wash bay, vehicle storage bay, equipment storage, and BOE facility.  He included the pie shape storage area (2,000 sq. ft., estimated $350,000 cost) too.  This area could house the equipment for the wash bay, but could also be cut out as a cost saving measure.  
·       Which Alternatives should be presented to the BOS was discussed.  Should Alternative 1 and 8 be shown?  J. Alberti can create an Alt. 1a and leave the Public Works building as is, but move the BOE facility building towards the tennis courts.  This positioning would create a safer vehicle access for the school and BOE building.
·       Cost of heated and/or unheated storage space was discussed.  
·       J. Alberti’s report shows a 10% contingency on buildings.  
·       He includes tank removal costs, but his numbers don’t include the additional cost if there is ground contamination from gas or oil.
·       At this time, cost estimates are high.  In particular, the wash bay is estimated to cost $684,000 to build.  The building cost is about $280/sq. ft.  In addition to that, there is the cost of the floor coating, because of moisture, and FRP panels for the walls, because of overspray.  Everything in the plan is water resistant and everything has a cover.  Suggested fans are to be high speed in order to get the moisture out.  Plans show an additional fee of $12,500 for a nicer exterior wall, which faces the school.  J. Klase noted that reclaim (a $50,000 item) is not necessary because PW’s is on the sewer line.  After a bit of discussion, it was thought that the FRP panels for the walls are not necessary.  Something different, and more cost efficient, can be used.  J. Alberti will make these changes.
·       Gas and diesel fuel storage tanks were discussed.  The life use of the existing underground tanks is coming to an end.  Two new 3,000 gal. aboveground tanks will be needed in the near future to replace the underground tanks before any environmental issues arise.  J. Lofink and J. Klass will discuss this matter further at another time.  The committee feels the estimated cost for the replacement tanks is rather high and the question came up as to if this is really in the scope of this committee to look into.  

Regarding the Vehicle Wash Bay – J. Alberti will create a more detailed estimate.  He said the cost would come down somewhat.  He will also get better numbers for the fuel tanks.

Regarding the 7,600 sq. ft. equipment storage building, it would cost approximately $1,292,000.  Again, these figures are a bit high.  Some of the items on the list could be done by the Public Works department, therefore bring the cost down substantially.  The back of this building does not necessarily need to be dressed up, for an additional $70,000.  The equipment storage building could be shortened by about 18’ and the pie shaped storage unit could be built.  

The committee agreed that Alt. 1, with modifications, seems to be a good plan.  J. Alberti will detail the vehicle wash bay, vehicle storage, and equipment storage.  The BOE facility plans will be modified by moving it towards the tennis courts, detailing the grade of the land in that area, and showing retaining walls in the appropriate areas.  The fuel-island is a separate issue, but will be added with a price quote.  This will be noted as information and not included in the building plans.

Alt 9 – an off site plan – will be shown to include building costs.

The committee discussed J. Alberti being available to help present this information to the Board of Selectmen.  He will make himself available.  He will make sure the cost is available at the end of each Alternative that is presented.  Soft costs will also be included.  

Chairman Lofink reviewed his Final Report Draft.  Discussion ensued and suggestions for changes included:

·       Page 4 – remove the last sentence regarding the new site for Public Works.
·       Page 5 – change “fuel storage” to “tank replacement”, leave here as a new find during the study process.
·       Page 5 – school storage for materials.  A 2,100 sq. ft. storage area is to include space for bulk storage.
·       Page 6 - #4, note: on off site.  #5, remove/no, leave it in.
·       Page 7 - #1, possibly change optimized to utilized.  J. Alberti will help to with the wording on this.  

The committee further discussed when to present their findings to the Board of Selectmen.  It was decided that October 20, 2008, at the Board of Selectmen meeting would be a good time.  Chairman Lofink will contact Town Manager Smith and ask to be put on the Agenda.  The committee should plan on attending this meeting and the BOS workshop meeting scheduled for October 27, 2008.
