Minutes
November 10, 2010
PRESENT: Donna Snyder, Chairman; Captain David Bourque, Jack Cashman, Judi Cosgrove, AnneMarie Cox, Hillary Desideraggio, Michael Garcia, KerryAnn Kielbasa, Scott MacDonald, Linda Pollock, Jeff Rackliff, Shirley Ryan, Laura Snyder, Lisa Venn, Chief David Watkins, Kay Woodford

Chairman Donna Snyder confirmed a quorum and began the meeting at 4:05 p.m.
REVIEW AND APPROVAL OF LAST MEETING’S MINUTES
ON A MOTION BY Judi Cosgrove, seconded by Linda Pollock, the Board voted (11-0-0) to accept the minutes of October 13, 2010 as written.
STATUS OF ACTION ITEMS: Donna Snyder stated this will be discussed under the sub-committee reports.
GRANBY LPC/COMMUNITY COALITION UPDATE:
Scott MacDonald reported there are a lot of activities planned for the next month and a half at the middle school, including a Family Fun Night, an internet safety presentation and educational sessions for students. AnneMarie Cox also reported that she did a presentation to the PTO on Monday night regarding the survey.
YOUTH COUNSELOR REPORT:
Anne Marie Cox, the new Youth Services Counselor, introduced herself and reported on what she has done since she began in the position approximately three weeks ago:
- Initiated regular meetings with interns and staff
- Met with all principals, except for Kearns which is scheduled for this Friday
- Will attend the PAC meeting tonight
- Looking into the creation of a wellness/self-esteem group for girls
- Reaching out to the Open Choice kids to create activities for them with Granby kids in order to give them a connection to the community other than just school
- Creating a form to hand out to parents which will ask them what they want and how they can help
- WOW and YAC are currently running
- In the future would like to look into a group for the “sandwich generation" which is that group of individuals who are dealing with young kids and elderly parents and a mini parent workshop on how to talk to your kids about drugs and alcohol
- Also, looking to create a program at Wells Road School where senior citizens would assist with indoor recess, i.e. crafts, board games, etc.
YOUTH ACTION COUNCIL REPORT:
Laura Snyder reported the sixth grade dance is scheduled for December 17th. The dance had originally been scheduled for November with a fall theme so that will most likely change now that the dance will be held in December. There will also be a second event for Granby Afoot in the spring.
OLD BUSINESS:
SUB-COMMITTEE REPORTS:
Development, Membership and Governance (Kerry Kielbasa, Donna Snyder, David Bourque, Judi Cosgrove): The draft of the YSB Ordinance and By Laws document was distributed and reviewed.
ON A MOTION BY David Bourque, seconded by Judi Cosgrove, the bureau voted (11-0-0) to strike the second sentence under Duties Of Officers, "Meetings shall be conducted in accordance with Roberts Rules of Order", because it is redundant with the last sentence of “Rules of Order”.
ON A MOTION BY Lisa Venn, seconded by Jeff Rackliff, the bureau voted (11-0-0) to strike the sentence under Attendance that states “Members are expected to serve on a committee” and move it to #4 under “Membership”.
Chief Watkins noted that the name of the document should be changed to Mission & By Laws as it is not an ordinance.
ON A MOTION BY David Bourque, seconded by Jack Cashman, the bureau voted (11-0-0) to accept the document as corrected.
The Strategic Plan will be sent to members via e-mail, along with the minutes, for review. Any recommended changes should be sent back to Donna Snyder or Kerry Kielbasa by November 24th.
Asset Management (Michael Garcia, Linda Pollock): The committee looked at the remaining assets and chose the following six to work on:
- #8: Young people are given useful roles in the community
- #14: Parent(s) and other adults model positive, responsible behavior
- #17: Young person spends three or more hours per week in lessons or practice in music, theater or other arts
- #25: Young person reads for pleasure three or more hours per week
- #32: Young person knows how to plan ahead and make choices
- #34: Young person has knowledge of and comfort with people of different cultural/racial/ethnic backgrounds
David Bourque pointed out that the GPC already identified #14. Hilary Desiderragio and Laura Snyder agreed that #39 (Young person reports that “my life has purpose”) should be considered. Mike also brought up the need for additional members for this group. The following individuals volunteered to join: Scott MacDonald, Shirley Ryan, Lisa Venn, AnneMarie Cox and Donna Snyder.
Marketing & Publicity (Scott MacDonald, Jeff Rackliff, Jack Cashman, Laura Snyder): The group discussed the creation of a Facebook page for the YSB and educating the entire student body on what’s going on in the community for them and getting them involved, i.e. leadership groups, etc.
ON A MOTION BY Donna Snyder, seconded by Lisa Venn, the bureau voted (11-0-0) to adjourn.
There will not be a meeting in December. The next scheduled meeting will be on Wednesday, January 12, 2011 at 4:00 p.m.
