YOUTH SERVICE BUREAU
Minutes
February 9, 2011
PRESENT: Donna Snyder, Chairman; Judi Cosgrove, AnneMarie Cox, Michael Garcia, KerryAnn Kielbasa, Linda Pollock, Jeff Rackliff, Shirley Ryan, Chief David Watkins, Kay Woodford
Chairman Donna Snyder confirmed a quorum and began the meeting at 4:05 p.m.
REVIEW AND APPROVAL OF LAST MEETING’S MINUTES
ON A MOTION BY Shirley Ryan, seconded by AnneMarie Cox, the Board voted (7-0-0) to accept the minutes of November 10, 2010 as written.
GRANBY GPC/COMMUNITY COALITION UPDATE:
- The Grant Sub-Committee is working with John Daviau to prepare an application for the Drug-Free Community grant. They are presently working on the action plan, which needs to be completed within the next three to four days and then will begin working on the budget. John will write the next piece and forward it to the proofreaders (Judi Cosgrove, Dave Watkins and Jim Biers).
- A match for each year of the grant will be needed but it can be done through in-kind matches.
- The application was presented to the Board of Selectmen for approval on Monday but have not heard the outcome yet.
- There was a meeting of the GPC on Monday. There was also a General Coalition meeting at the same time, with 23 people in attendance. There was a discussion regarding the different ways people can get involved and how they can stay informed. All YSB members are encouraged to attend the General Coalition meeting and the quarterly meetings which are held in February, May, August and November.
YOUTH COUNSELOR REPORT:
AnneMarie Cox gave the following report:
- The CT Youth Services Advisory Board meeting was held yesterday. The Board will be working with the State Board of Education to compile data to show that kids who participate in youth services programs are more successful.
- A new program, Kids Play You Stay, has begun and is being offered in conjunction with the Granby Early Childhood Council (GECC). It is a support group for mothers with children ages 5 and under. It informs parents of services available in the area and provides informal early identification of any issues.
- There will be a family pajama party in March for families with children ages 5 and under.
- There will be a support group for divorced parents who have children in Kindergarten through second grade. There will be two separate groups, one for Moms and one for Dads.
- The intergenerational program, Adventures in Living, will be offered to kids in third through sixth grade. So far, there is only one person signed up. Although this had been a very popular program in the past, there has been difficulty getting participation since the inception of the Digital Backpack.
- A new program, Boys Out and About, will be offered in April, May and June and one event in the summer. This will be offered to boys in 6th and 7th grade and will offer adventure-based activities, i.e. hiking, biking, etc.
- Ms. Cox attended the movie, Race to Nowhere, which was shown in Avon. It is a documentary regarding the stressors adolescents are under to get into top colleges. The licensing fee for the movie is $1,800 and The Drummer is working on getting sponsors in to show the movie in town. Another movie, Haze, is geared toward high schoolers who are getting ready to go to college and deals with binge drinking and the issues around it, i.e. sexual assaults, etc. The cost to purchase the movie is $500.
- Speaker Mary Marcuccio, founder of Parents 4 A Change, discusses the increased use of opiates and heroin among the general population and creating a drug free policy. She is speaking tonight in Canton and has an upcoming speaking engagement in the Springfield area.
YOUTH ACTION COUNCIL REPORT:
- The 6th grade dance was held in December and raised over $700. Another dance will be held in the spring. The money raised at the dances is used for scholarships for two seniors at the high school.
- The group will attend Camp Jewell the last weekend of February to work on team building.
- After the team building in February, they will begin working on drug and alcohol education.
- There probably won’t be another event regarding Granby Afoot this semester since so much time has already been lost due to the weather.
OLD BUSINESS:
SUB-COMMITTEE REPORTS:
Development, Membership and Governance:
- The by-laws were adopted on November 10, 2010.
- Ms. Kielbasa received very few comments on the Strategic Plan and she incorporated what she did get. In order to make sure objectives are met, Mike Garcia felt a process needs to be put in place. This could be added to the agenda each month and it was also suggested to get a calendar to put the activities on. Ms. Kielbasa also stated that as the completion of the grant process gets closer, changes may need to be made to the strategic plan to reflect the grant.
- ON A MOTION BY Michael Garcia, seconded by Judi Cosgrove, the bureau voted (7-0-0) to approve the Strategic Plan as drafted on January 14, 2011.
Asset Management:
- The committee met on November 15, 2010. The group looked at eight assets which they narrowed down to three for this group to look at and pick one to work on. The three assets are:
- #31: Young person believes it is important not to be sexually active or to use alcohol or other drugs.
- #34: Young person has knowledge of and comfort with people of different cultural /racial/ethnic backgrounds.
- #39: Young person reports that “my life has purpose”.
ON A MOTION BY Donna Snyder, seconded by AnneMarie Cox, the bureau voted (7-0-0) to work on asset #34, cultural competence.
Marketing & Publicity:
- The Facebook page has been completed.

The next scheduled meeting will be on Wednesday, March 9, 2011 at 4:00 p.m.
