ZONING BOARD OF APPEALS
MINUTES
June 15, 2010

Present:        Wayne Chapple, William Percival, Kelly Rome, Judy Goff, and Ann Crimmins  

Chairman Wayne Chapple convened the meeting at 7:30 p.m. and secretary W. Percival read the Legal Notice.  The Legal Notice was published on June 4, 2010 and June 11, 2010 in the Connecticut Section of the Hartford Courant.  

REGULAR MINUTES

ON A MOTION by A. Crimmins, seconded by W. Percival, the Board voted (4-0-1) to approve the minutes of the regular meeting of May 18, 2010 as presented.  K. Rome abstained from voting.

Chairman Chapple explained the procedure of the meeting and noted to those in attendance that decisions would generally be mailed to the applicant within 10 days.  Approval, when granted, shall be null and void if not filed within 90 days of the approval date.

PUBLIC HEARING

The hearing on the appeal by Neil Williams, seeking a variance to front yard requirements, Section 5.1 of the Zoning Regulations to allow construction of an addition for property located at 70 Canton Road, opened at 7:33 p.m.

Neil Williams, 70 Canton Road, appeared to explain his application request.  He showed pictures of his house to the Board, explaining that when he bought the house the driveway came off of Canton Road.  Considering the traffic on Canton Road and safety issues for entering and exiting the driveway, he moved the driveway to Glen Road.  Now, he’d like to build an addition to create an easier entrance to his house from the driveway.  Mr. Williams stated the hardship as the location of the septic system, which is in front of the house toward Canton Road and the well, which is on the side of the house toward Glen Road, preventing building in those areas.  

There was no public comment.

This public hearing closed at 7:43 p.m.

ACTION ON APPLICATIONS

ON A MOTION by W. Percival, seconded by K. Rome, the Board voted unanimously (5-0-0) to approve a variance to front yard requirements, Section 5.1 of the Zoning Regulations for Neil Williams, 70 Canton Road, as follows:  

a front yard variance of 12 feet is granted to allow for the construction of an addition, as outlined in the subject file.  The hardship noted is the location of the septic system and the well, which would prevent the addition from being built elsewhere on the lot.  

The meeting adjourned at 7:47 p.m.
