SPECIAL MEETING
MINUTES
MARCH 20, 2006

First Selectman John Adams called the special meeting of the Board of Selectmen to order at 7:05 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Sally King, Mark Neumann, William F. Smith, Jr., Town Manager, and Courtney McGuire, Student Representative

A.  Review of proposed Fiscal Year 2006-07 Budget

First Selectman Adams stated the purpose of the special meeting tonight was to discuss the presentation of the FY 2006-07 budget to the Board of Finance on Monday, March 27, 2006.

Board members were in agreement that this budget basically just maintained the current level of services.  The increase, above the guideline goal, in the budget was almost totally attributed to the increase in energy costs.  There were additional fringe benefit costs, payroll, and some enhancements to part-time library wages.

The only other two significant increases were for the Inland Wetlands and Watercourses Commission Consultant and the continuation of the new maintainer.  The IWWC Consultant was deemed to be of the utmost importance because of risk management.  

The Board members noted that town departments are very efficient and accomplished a lot with very little.  Staffing levels for all departments are below the average compared to other towns of our size.

First Selectman Adams recessed the special meeting at 7:15 p.m. for a public hearing.

The special meeting was reconvened at 7:18 p.m.

The meeting continued with review of the management notes showing fuel usage and discussion of conservation measures taken by the town to save energy costs.

First Selectman Adams concluded by saying the Board of Selectmen will strongly encourage the Board of Finance to adopt the budget as presented with no decreases.  The Board of Finance has indicated they might ask for reductions.

ON A MOTION by Selectman Neumann, seconded by Selectman Desrosiers, the Board voted unanimously (4-0-0) to adjourn the special meeting at 7:29 p.m.
