EMERGENCY MEETING MINUTES
APRIL 24, 2006
The emergency meeting of the Board of Selectmen was called to order by First Selectman John Adams at 8:42 p.m.
PRESENT: John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager
A memo was distributed earlier describing the reason for this emergency meeting. Town Manager Smith indicated that the State of Connecticut (DOT) has notified him that signing agreements with the contractor (Black & Warner) for the rehabilitation of the Broad Hill Road Bridge is expected to take place on Friday, April 28th. They placed a delay on signing for over one month to further review the documents. They advised that signing must take place this Friday or the project will have to be re-bid.
One other document that needs signing is a form from our Town Attorney indicating that resolutions have been legally authorized. Unfortunately, Attorney Holtman is away until early May. First Selectman Adams suggested that Phil Main serve in his absence for this purpose. I have contacted Phil and have provided him with all the documents. He agreed to review them and will have them returned before Friday.
By Town Charter, the Board of Selectmen appoints the Town Attorney. Since Attorney Holtman is away and there is not much time to have the documents reviewed, it is suggested that the Board appoint Phil Main to serve as Town Attorney in order to provide the necessary town counsel’s opinion for the Broad Hill Road Bridge project.
ON A MOTION by Selectman King, seconded by Selectman Desrosiers, the Board voted unanimously 5-0-0 to approve the appointment of Phil Main as Town Attorney for the specific town counsel’s opinion for the Broad Hill Road Bridge project.

First Selectman Adams called the meeting adjourned at 8:46 p.m.
