Building & Zoning Enforcement

Responsibilities

The Building Department functions as the enforcement authority for the State Building Code, Zoning Regulations, and other regulations designed to improve and maintain public safety. This is accomplished by reviewing applications, construction plans, conducting inspections, issuing Certificates of Occupancy or Certificates of Approval, issuing necessary orders or notices, etc. In addition to these functions, the Department assigns street addresses and assists the general public by supplying necessary information and answering questions related to building codes and town regulations. Most of the applications you will need to complete before starting any work are available on this website for your convenience, along with informational handouts.  

Process to Obtain Building Permits

In order to obtain a permit, you will need to provide an adequate description of the proposed project along with construction drawings (if applicable). In many cases, plans may be drawn by a homeowner or contractor and do not have to be prepared by an architect or design professional. You will need to provide an estimated cost for the project, including labor. If a contractor will be performing the work, a copy of their CT Registration, Certificate of Insurance and Worker's Compensation (or State Waiver) is required. In most cases, if the information provided by an applicant is complete, a building permit will be issued within a few days at most. The Building Official is allowed up to 30 days under State Statute to review and either approve or deny a building permit.

Online Permitting

Permits are done using the online system CITY SQUARED. If you have not used City Squared previously, you will need to register in order to complete an online application. The registration option is found in the upper right-hand corner of the City Squared home page.
