Pronouns
Unless the context otherwise requires, pronouns of any gender shall include both the masculine and feminine gender, and the singular pronoun shall be deemed to include the plural.

Chapter 1 - Incorporation & General Powers
Chapter 1 encompasses incorporation, rights and obligations, and general grant of powers.

Chapter 2 - Elections
Chapter 2 encompasses minority representation / elective agencies, municipal voting districts, eligibility for office, breaking a tie, and vacancies.

Chapter 3 - Elective Officers
Chapter 3 encompasses general powers and duties, terms of office, Registrars of Voters, Board of Selectmen, Board of Education, Board of Finance, Board of Assessment Appeals, Zoning Board of Appeals, Zoning Board of Appeals Alternates, Planning and Zoning Commission, Town Moderator, and position of profit.

Chapter 4 - The Board of Selectmen
Chapter 4 encompasses the Board of Selectmen, the First Selectman, the Board of Selectmen’s general powers and duties, procedure, public hearing on ordinances, petition for overrule of action by the board of selectmen, and coordination.

Chapter 5 - Board of Finance
Chapter 5 encompasses the Board of Finance, general duties, and the annual audit.

Chapter 6 - Appointive Officers
Chapter 6 encompasses terms of office, general powers and duties, minority representation / appointive agencies, vacancies, the Town Attorney, combined functions and positions, and the Treasurer.

Chapter 7 - Town Manager
Chapter 7 encompasses appointment, duties of the Town Manager, appointments, and the duties of officers appointed by the Town Manager.

Chapter 8 - Administrative Agencies
Chapter 8 encompasses administrative agencies and the Police Department.

Chapter 9 - Merit System
Chapter 9 encompasses the establishment of a merit system, the classified service, political activity, and the retirement of town employees.

Chapter 10 - Finance & Taxation
Chapter 10 encompasses the duties of the Town Manager regarding the budget, the duties of the Board of Selectmen on the budget, the duties of the Board of Education on the budget, the annual budget process, expenditures and accounting, and borrowing.

Chapter 11 - The Town Meetings
Chapter 11 encompasses special town meetings, procedures, when a town meeting is required, and actions by a town meeting.

Chapter 12 - Transition & Miscellaneous Provisions
Chapter 12 encompasses removals, existing laws and ordinances, officials' bonds, amendment of this charter, and a saving clause.
